I. Policy basis

5. Relevant documents on title management issued by various departments and bureaus jointly with the Human Resources and Social Security Department of the autonomous region or the Vocational Reform Department of the autonomous region.

(2) If there is any conflict between the provisions of the policy documents, it should be understood and applied according to the principle that the superior policy is superior to the subordinate policy, the new policy is superior to the old policy, and the special policy is superior to the general policy. The policy documents of the autonomous region can be found on the website of Guangxi Human Resources and Social Security Department.

(III) Except as otherwise provided in relevant policy documents and this circular, the basic conditions and procedures for professional and technical personnel of enterprises and institutions to declare, recommend, review and confirm their professional and technical qualifications shall be implemented in accordance with the Interim Measures for the Identification of Professional and Technical Qualifications of Guangxi Zhuang Autonomous Region (No.49 [2000] of Guangxi Vocational Office).

Second, the scope and object of declaration

(1) The following employees who meet the corresponding series of professional and technical qualifications of Guangxi Zhuang Autonomous Region or professional declaration conditions can declare:

1, engaged in professional and technical work in enterprises, institutions and social organizations in Guangxi, established personnel (labor) relationship with the employer for more than one year, and met the corresponding series or professional application conditions of professional and technical qualifications in Guangxi Zhuang Autonomous Region;

2, not engaged in professional and technical work in enterprises, institutions and social organizations in Guangxi, but their accounts in Guangxi or personnel files in Guangxi at all levels of talent exchange service center for more than one year;

3. Professional and technical personnel who reached retirement age from June+10/October 1 day, 2065438 to February 3 1 day, 2065438 can still apply for corresponding professional and technical qualifications within this year.

(2) Except those who meet the requirements of relevant documents and have gone through the formalities of extending retirement age according to the examination and approval procedures, professional and technical personnel who have gone through the formalities of retirement or reached the prescribed retirement age before 20 14 12 3 1 may not declare.

Three. Application procedures and requirements

(1) Method of declaration

1, professional and technical personnel of enterprises and institutions in Guangxi should declare through their units. Those who have handled file custody in the talent markets at all levels in Guangxi may also apply through the talent markets at all levels in Guangxi with the consent of their units;

2. In principle, the identity of the applicant shall be determined according to the work unit at the time of application. The identity and nature of civil servants (including those who refer to the civil service law management unit) and the staff of public institutions shall be determined according to the establishment management relationship, and they shall not declare part-time jobs or members of associations and other related personnel, otherwise they will be regarded as fraud in the application materials;

(2) Requirements of application materials

1. In principle, all application supporting materials shall be provided with original scanned copies.

2. Material requirements for continuing education

(1) Professional and technical personnel complete the continuing education tasks specified by their departments, industries or government departments and provide relevant certification materials;

(2) Except for those who are unable to attend the training and study due to the training arrangement, the applicant shall complete the learning task of public compulsory subjects on 20 15 and provide the qualified certificate as the application materials. People's social departments at all levels should communicate with the competent department of continuing education and obtain relevant databases in time as the verification basis for the application materials of continuing education.

3, professional titles, foreign languages, computer application ability test material requirements

(1) In addition to meeting the requirements of exemption or non-participation, applicants should log in to the examination results verification system of professional title foreign language and computer application ability by themselves (logging in through www.gxpta.com.cn of Guangxi Personnel Examination Network) to check the qualified scores of professional title computers and foreign languages;

Those who meet the requirements can fill the generated verification code into the declaration system as an effective proof of the applicant's foreign language title and computer application ability test results. Starting from 20 15, it is not necessary for the applicant to provide the qualified notice of the professional title foreign language and computer application ability test results as proof materials to meet the requirements of foreign language and computer application ability. The application materials for junior professional and technical qualifications shall be determined by the cities and series in combination with the situation of this city and this series;

(III) For the problems in the examination results verification system and the verification of professional titles, foreign languages and computer application ability, the vocational reform departments of various series (industries and units) should contact the local personnel examination department or Guangxi Personnel Examination Institute in time.

4. Support the requirements of certification materials

(1) In addition to submitting a copy of academic degree or degree certificate, the applicant should also provide the inquiry certificate of his/her personal personnel file management department or file storage unit (see Annex 4 for details) as proof materials. For various reasons, it is really impossible to provide proof of student status file inquiry, and the applicant can provide proof of academic qualifications issued by institutions recognized by the administrative department of education. For academic qualifications (degrees) obtained overseas, the applicant shall provide academic credentials issued by the national education administrative department;

(2) In principle, personnel of non-public economic organizations and social organizations should provide proof of personal social security payment for more than 3 consecutive months (excluding the month of declaration) before filing, and provide a copy of the business license of the legal person, or a certificate of unit file inquiry issued by the industrial and commercial department to prove the nature of the unit;

(3) For exception declaration, the applicant shall provide a series of documents approved by the jury and proof materials that meet the exception conditions;

(4) If the applicant has an abnormal upgrade (change) of the ID number, and there are supporting materials related to different ID numbers (such as academic qualifications, professional and technical qualification certificates, foreign language or computer achievements, etc.). ), the application materials should provide proof that the household registration management department proves that the two ID numbers belong to the same person;

(5) For those who have passed the national unified professional title foreign language and computer application ability examination in other provinces for special reasons, the reasons for taking the examination in other provinces should be explained, and effective ways (or inquiry methods) should be provided to inquire about their achievements.

Fourth, review the recommendation requirements.

(A) unit audit recommendations

1. The personnel and vocational reform department of the applicant's unit (department) shall carry out the application review of this unit (department) in strict accordance with relevant documents. All units (departments) should be clear about the audit responsibility, sign the audit book, and clarify the audit responsibility;

2, all units (departments) of the applicant's education, qualifications, professional and technical experience, achievements, papers, exemption certificate and other materials to review, to ensure the authenticity of the materials. The applicant for file storage, by the applicant's unit and the file management department according to their own application materials, respectively, the authenticity of the above materials for review;

3. All units (departments) shall publicize the declaration and application materials of all applicants, and clearly inform the verification method of the original application materials (electronic files) in the publicity. After the completion of publicity, if the applicant's declaration and application materials change, all units (departments) shall make supplementary publicity according to the changes;

4. All units (departments) should carefully review according to the review process, organize review and recommendation, and issue unit review opinions.

(2) Audit and review of the Career Reform Department

1. The vocational reform departments at all levels should strengthen the examination of the application materials, establish a credit file system, and include individuals and units that provide false materials into the files of dishonesty as an important reference for the evaluation of the evaluation committees at all levels;

2. In the process of reviewing the application materials, the vocational reform departments at all levels find that the applicant is suspected of providing false application materials, and the relevant vocational reform departments shall give feedback to the applicant and require proof materials. If the applicant fails to provide proof materials or cannot prove them after providing proof materials, the vocational reform departments at all levels have the right to refuse to accept the re-declaration within the prescribed time limit from the year when the application materials are found to be suspected of fraud. If the application is passed, the Autonomous Region Vocational Reform Office has the right to refuse approval.

(3) Requirements for entrusted review

1. If professional and technical personnel from other provinces go to Guangxi to review senior professional and technical qualifications through entrusted evaluation according to the prescribed conditions, the entrusted materials shall be issued by the provincial vocational reform management department where the applicant is located, and recommended to the corresponding series of senior evaluation committees in Guangxi for evaluation after the approval of the autonomous region vocational reform office;

2, all regions (departments) of professional and technical personnel to declare the region (department) has not yet set up a professional and technical qualification review committee, should refer to the entrusted review procedures for relevant procedures.

Five, review organization requirements

(1) review schedule

2. Please ask all series (industries and units) of the Vocational Reform Office to study and determine the work arrangement of this series of advanced professional and technical qualifications in time according to the review progress, fill in the "20 15 Guangxi Senior Review Committee Review Plan Declaration Form" (see Annex 2 for details), and submit this series of review deployment documents to the Vocational Reform Office of the Autonomous Region for the record before April 22 (e-mail: GX _ ZGB @ 18)

(two) the adjustment and management requirements of the judges' library

3, the series (industry, unit), city and county offices should strengthen the supervision and management of the jury, strictly implement the closed management requirements during the review period.

(3) Requirements of the accreditation body

1, expanding the scope of cross-examination. This year, the Vocational Reform Office of the Autonomous Region will, on the basis of the 20 14 pilot project of cross-evaluation of primary and secondary school teachers, organize cities with independent evaluation rights to carry out cross-evaluation reforms in the series of senior professional and technical qualification evaluation, engineering and health of primary and secondary school teachers;

2. Implement a collective assessment system. The evaluation committees at all levels should strictly implement the collective evaluation system of judges, and study and determine the unified evaluation standards and evaluation principles in combination with the characteristics of the series and applicants;

3, municipalities, various series (industries, units) office can be combined with local, this series of evaluation characteristics, scientific and standardized organization evaluation work. In the middle and primary evaluation, explore cross-evaluation in different places and introduce external judges to make the evaluation of professional titles more fair, scientific and reasonable, and effectively improve the quality and level of evaluation;

4. All series of review committees at all levels should carry out review work in strict accordance with relevant policy documents. The review committees of all series and levels shall not change the review conditions and lower the review requirements without authorization. In practical work, if the major review policy is uncertain, it shall be determined by the review committees at all levels and series according to the management authority and the people's social reform department at the same level. Any unilateral modification or adjustment of the review policy by the review committees at all levels and series is invalid, and the consequences arising therefrom shall be borne by the corresponding review committees themselves.

(four) the submission and approval of the examination results.

1, the application materials for senior professional and technical qualifications in the whole region and the evaluation results of various series of senior evaluation committees shall be submitted for approval according to the requirements of the professional title information management system;

2. In principle, the evaluation results of the middle and primary evaluation committees need to be reviewed and approved in accordance with the approval process of the senior evaluation committee; The first-and second-level evaluation committees that have not carried out informatization evaluation should submit electronic data at the same time when submitting papers for examination and approval, and the municipal and series departments in charge of job reform should do a good job in registration and establish an information inquiry system;

3. After completing the examination and approval procedures for intermediate and junior professional titles, all departments of municipalities and autonomous regions and the Vocational Reform Office of the Autonomous Region Talent Exchange Service Center should fill in the Statistical Table of Persons with Intermediate and Junior Professional and Technical Qualifications in 20 15 (see Annex 3 for details) in time, and send the electronic version to the Vocational Reform Office of the Autonomous Region GX _ zgb @/kloc-before the end of 20 15.

4, the Autonomous Region Vocational Reform Office should organize personnel to conduct a centralized audit of the evaluation results of the Senior Review Committee, and feedback the results of the centralized audit to the Senior Review Committee. If there are problems that do not meet the basic conditions for application, do not meet the application evaluation procedures, and resort to deceit in application materials, once verified, the Autonomous Region Vocational Reform Office has the right to decide not to submit the evaluation results of the corresponding applicants for examination and approval. According to the results of centralized audit and supplementary materials of reporting personnel, the Senior Review Committee forms an examination and approval opinion and reports it to the Autonomous Region Vocational Reform Office, and the Autonomous Region Vocational Reform Office carries out secondary publicity according to the examination and approval opinions of the Senior Review Committee. The above practices can be used for reference for the approval procedures of intermediate and primary audits.

Other problems related to intransitive verbs and censorship

(A) on the information evaluation system

2. On the basis of the 20 14 online evaluation pilot, the Vocational Reform Office of the Autonomous Region will organize the modification and adjustment of the online evaluation system, and make relevant test preparations, and then fully promote it after the system is stable;

(b) Issues concerning the registration and verification of certificates

1. Registration verification of professional and technical qualification certificate obtained through examination.

(1) According to the Notice on Adjusting the Process of Obtaining Professional and Technical Qualification Certificates and Professional (Practice) Qualification Certificates through Examinations (Guirenshefa [2015] No.5), the examination management department is responsible for the annual registration and verification of those who have obtained professional and technical qualification certificates through examinations. Among them, the primary certificate in the accounting professional and technical qualification examination is the responsibility of the Accounting Management Office of the Finance Department of the autonomous region, the primary certificate in the health professional and technical qualification examination is the responsibility of the autonomous region health and family planning talent technical service center, and the professional and technical qualification certificates obtained in other examinations are the responsibility of the Guangxi Personnel Examination Institute;

(II) The municipal finance departments, health departments, personnel examination departments and district-level units are responsible for collecting professional and technical qualification certificates of relevant examinations within their own cities and units, and going to the Accounting Management Office of the Finance Department of the Autonomous Region, the Health and Family Planning Talents and Technical Service Center of the Autonomous Region and the Guangxi Personnel Examination Institute for registration from May/KLOC-0 to June 30. Professional and technical personnel in Yongyong who need to apply for certificate registration in person should hold the original professional and technical qualification certificate and the registration form of qualified personnel in the examination and go to the relevant examination management department from June/KLOC-0 to July 30.

2, audit registration and verification of professional and technical qualification certificate.

(1) The registration and verification of professional and technical qualification certificates obtained through evaluation shall still be the responsibility of personnel and vocational reform management departments at all levels according to the principle of hierarchical management;

(2) The registration and verification time of advanced professional and technical qualification certificate is from May 1 day to July 30, and no registration and verification business will be conducted after this time period. Among them, the personnel (vocational reform) departments of cities and districts (including Guangxi) should make an appointment with the vocational reform office of the autonomous region from May/KLOC-0 to June 30, and go to the vocational reform office of the autonomous region to handle it uniformly or arrange time for it to be handled by the vocational reform office of the autonomous region; Professional and technical personnel in Yong need to apply for certificate registration, and obtain the original professional and technical qualification certificate and a copy of the approval document through evaluation, and register at the Autonomous Region Vocational Reform Office from June/KLOC-0 to July 30. In principle, the Autonomous Region Vocational Reform Office does not accept the application for personal certificate verification of professional and technical personnel outside Nanning;

(3) In order to do a good job in the reform of registration and examination of professional and technical qualification certificates and strengthen information management, all municipalities and relevant units must collect relevant materials, summarize and fill in the Information Registration Form for Registration and Examination of Guangxi Professional and Technical Qualification Certificates (see Annex 5 for details), and make an appointment for registration and examination certificates only after being examined by the Autonomous Region Vocational Reform Office;

(4) Municipalities, districts and units shall be responsible for the registration and verification of junior and intermediate professional and technical qualification certificates obtained through evaluation, and make specific time arrangements according to the needs of work.

3. Personnel reform departments and examination management departments at all levels should pay attention to the registration and verification of expired qualification certificates, and do it according to the requirements of "Measures for the Registration of Professional and Technical Qualification Certificates in Guangxi Zhuang Autonomous Region (Trial)" (No.78 of Gui Vocational Office [1998]) and "Supplementary Notice on the Registration of Professional and Technical Qualification Certificates" (No.47 of Gui Vocational Office [1999]).

(three) matters not covered in this notice shall be implemented in accordance with the current effective professional title policy of the autonomous region. In the process of work, in case of other major policy adjustments, the new policy will be implemented.
