The main responsibilities of meihekou city Human Resources and Social Security Bureau

(a) the implementation of national and provincial human resources and social security development plans and policies. Organize the drafting of normative documents on human resources and social security in the city. Implement relevant policies and measures, and organize implementation, supervision and inspection.

(two) to formulate and organize the implementation of the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market in the city, and promote the rational flow and effective allocation of human resources.

(three) responsible for promoting employment, making plans and policies for the overall development of urban and rural employment, and improving the public employment service system. Take the lead in organizing the implementation of the employment policy for college graduates, and formulate incentive policies for the cultivation of high-skilled talents and rural practical talents in conjunction with relevant departments.

(four) to co-ordinate the establishment of social security system covering urban and rural areas, and organize the implementation of urban and rural social insurance and its supplementary insurance policies and standards. Organize the implementation of the basic old-age insurance policy for government agencies and institutions. Formulate measures for the management and supervision of social insurance and its supplementary insurance funds jointly with relevant departments. Prepare the draft budget and final accounts of the city's social insurance fund. Participate in the formulation of the city's social security fund investment policy.

(five) responsible for employment, unemployment, social insurance fund forecast and information guidance. Formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to formulate the implementation opinions of the reform of the wage income distribution system of public institutions, and promote the establishment of the normal wage growth and payment guarantee mechanism of enterprises and institutions. Implement the national and provincial policies on the retirement of staff in relevant institutions.

(seven) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions and formulate personnel management policies of public institutions. Participate in talent management and formulate policies for professional and technical personnel management and continuing education. Take the lead in deepening the reform of the title system. Responsible for the selection and training of high-level professional and technical personnel.

(eight) in conjunction with the relevant departments to organize the implementation of comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(nine) the full implementation of labor and personnel dispute mediation and arbitration system. Implement the labor relations policy and improve the coordination mechanism of labor relations. Supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers. Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(ten) to accept the letters and visits of personnel and labor security, and coordinate the relevant departments to deal with major letters and visits or emergencies in personnel and labor security of institutions in the city.

(eleven) in conjunction with the relevant departments to organize the implementation of the national and provincial honor system. Formulate and organize the implementation of the government reward system, and assess the candidates who won the prize in the name of the municipal government. Guide and coordinate the government's incentive work, and review the incentive activities implemented in the name of the municipal government. Participate in the evaluation of municipal model workers.
