Measures for employers to recruit social insurance and post subsidies for unemployed people
Article 1 In order to encourage and support employers to recruit unemployed people and promote the reemployment of unemployed people, these Measures are formulated in accordance with the Notice of the Beijing Municipal People's Government on Implementing the State Council's Work Document on Strengthening Employment and Re-employment (J.F.F. [2006] No.4) and combined with the actual situation of this Municipality.
Article 2 These Measures shall apply to enterprises, institutions, state organs, social organizations, individual industrial and commercial households and other employers (hereinafter referred to as employers) that employ registered unemployed people in cities and towns.
Article 3 Social insurance subsidies and post subsidies are financial subsidies given to employers after encouraging them to recruit unemployed people and paying social insurance premiums for them according to regulations.
Article 4 The employing unit shall give social insurance subsidies and post subsidies to the unemployed who hold the re-employment concession card and meet the following conditions:
(1) Commercial enterprises and service enterprises (excluding advertisements, housing agencies, pawns, saunas, massages and oxygen bars restricted by the state) that employ unemployed people over 35 years of age and men over 40 years of age and sign labor contracts with a term of 1 year or more shall be given social insurance subsidies of no more than three years during the contract period.
(II) If an employer recruits unemployed persons whose female age is over 40 and whose male age is over 50 (hereinafter referred to as "4050" unemployed persons, except those who enjoy special subsidies from community public welfare employment organizations and those who have been arranged to pay social insurance premiums by state organs and institutions), and signs a labor contract with a term of 1 year or more, social insurance subsidies for up to five years shall be given during the contract period.
If the employing unit recruits "4050" unemployed workers and signs labor contracts with a term of three years or more, it will give social insurance subsidies in addition to the above provisions, and a one-time post subsidy will be given to each person recruited/kloc-0.
(3) If the employing unit recruits unemployed persons with moderate disabilities and signs a labor contract with a term of 1 year or more, it will give social insurance subsidies for no more than 3 years during the contract period; Those who employ severely disabled unemployed people and sign labor contracts with a term of 1 year or above will be given social insurance subsidies of no more than 5 years during the contract period.
If the employing unit recruits the unemployed with moderate or severe disabilities and signs a labor contract with a term of three years or more, it will give a one-time post subsidy for each person recruited/kloc-0, in addition to giving social insurance subsidies according to the above provisions.
Article 5 After employing unemployed persons, the employing unit shall pay social insurance premiums for them in accordance with regulations, and withhold and remit the portion that should be paid by individuals. Social insurance subsidies are calculated according to the following standards:
(a) the basic old-age insurance subsidy is 20% based on the minimum wage standard of this Municipality at the end of last year.
(2) Unemployment insurance subsidy is 1.5% based on the minimum wage standard of this Municipality at the end of last year.
(three) the basic medical insurance subsidy is calculated at 60% of the average monthly salary of employees in this city in the previous year, and the subsidy is 9%.
When the above subsidy standards are adjusted in this Municipality, they shall be implemented according to the new regulations.
Article 6 The social insurance subsidy shall be paid first and then supplemented once a year, that is, the employer recruits the unemployed, signs a labor contract, goes through the recruitment filing procedures at the district (county) Labor and Social Security Bureau (hereinafter referred to as the "Labor Security Bureau"), and pays and withholds all social insurance premiums in full and on time. After the labor contract expires 1 year, it will be paid in the following month.
Article 7 The post allowance shall be paid by installment, that is, all kinds of employers employ "4050" unemployed persons and moderately and severely disabled unemployed persons, sign labor contracts for more than three years, pay and withhold social insurance premiums, and apply to the district (county) labor security bureau where the unit is located within 30 days from the next month 1 year after the labor contract is fulfilled.
Article 8 When applying for social insurance subsidies and post subsidies for the first time, the following materials shall be submitted:
(a) the report that the applicant enjoys social insurance subsidies and post subsidies;
(2) Business license of enterprise legal person or certificate of institution legal person, business license of social group legal person registration certificate and individual industrial and commercial households. Commercial enterprises and service-oriented enterprises should also submit the Certificate of Enterprise Units Absorbing Laid-off Workers (certificate number SF XXXXXX);
(3) The original and photocopy of the Beijing Urban Employment Registration Card for the unemployed, the original and photocopy of the Re-employment Concession Card, the People's Republic of China (PRC) Disabled Persons' Card, and the labor contract (the original is returned after examination);
(four) the employer's "roster for applying for social insurance subsidies and post subsidies" (the style is attached, hereinafter referred to as the "roster");
(five) "proof that the employer employs unemployed people to pay social insurance premiums" (the style is attached, hereinafter referred to as "proof of payment");
(6) social insurance subsidies and post subsidies approval form (format attached, hereinafter referred to as the approval form);
(seven) when applying for subsidies, the employee's salary payment table and accounting vouchers for the last month and their copies;
(eight) other materials required by the Labor and Social Security Bureau.
Article 9 To apply for social insurance subsidies and post subsidies again, the following materials shall be submitted:
(a) the report that the applicant enjoys social insurance subsidies and post subsidies;
(two) the previous declaration of the "approval form", "roster" and a copy approved by the municipal labor and social security department;
(3) Approval Form, Roster and proof of payment for this application for social insurance subsidies and post subsidies;
(four) when applying for subsidies, the salary payment table and accounting vouchers of the employees in the last month and their copies;
(5) Other materials that should be provided.
Article 10 The district (county) labor and social security bureau shall examine the application materials for social insurance subsidies and post subsidies of the employing units, and put forward examination opinions. And submit the application materials to the Municipal Labor and Social Security Bureau before 25th of each month. The employer's social insurance subsidies and post subsidy funds shall be allocated in accordance with the relevant provisions after being approved by the Municipal Labor and Social Security Bureau.
Article 11 If an employer fails to apply for social insurance subsidies and post subsidies within the time limit stipulated in Articles 6 and 7 of these Measures, it may submit a written application within 12 months after the prescribed time limit, explaining the reasons. Upon approval, you can enjoy social insurance subsidies and post subsidies.
Article 12 The employing unit may, according to the actual situation of the unit, use the allocated post subsidy funds to expand the expenses of equipment, materials, office supplies, etc. required for the reproduction, wages and benefits, labor protection, social insurance, etc. of its employees.
Thirteenth employers and employees who enjoy social insurance subsidies and post subsidies shall be implemented in accordance with the relevant labor contracts of the state and this Municipality.
Fourteenth district (county) labor and social security bureau shall strengthen the policy guidance for employers to apply for social insurance subsidies and post subsidies, and examine the materials in strict accordance with the provisions.
Fifteenth city, district (county) Labor and Social Security Bureau and Finance Bureau shall supervise and inspect the employing units that use social insurance subsidies and post subsidies. For those who illegally impersonate social insurance subsidies and post subsidies, the district (county) Labor and Social Security Bureau and Finance Bureau are responsible for recovering all the funds, and if the case constitutes a crime, the criminal responsibility of the relevant personnel shall be investigated according to law.
Sixteenth district (county) Labor and Social Security Bureau abuses its power and illegally distributes social insurance subsidies and post subsidies to employers, which will be severely dealt with according to law, and the relevant responsible persons will be given administrative sanctions.
Article 17 These Measures shall come into force as of July 1 day, 2006.

Classification standard of moderate and severe disabled persons
I. Moderately disabled persons include:
(1) First-class low vision and second-class low vision in visual disability;
(2) Hearing disability grade two or three;
(3) Grade II and III speech disability;
(4) Secondary physical disability;
(five) three or four levels of intellectual disability;
(6) Mental disability of Grade II and III.
Second, severely disabled people include:
(1) Primary blindness and secondary blindness in visual disability;
(2) Hearing disability level 1;
(3) Grade I speech disability;
