You can't apply for a bank card with a social security card, but you must bring your ID card, as follows:

1. China citizens who live in China and have reached the age of 16 should show their resident identity card or temporary id card to open a debit card;

2./kloc-citizens aged 0/8 who want to open online banking need to bring their valid ID and bank card to the local counter to open an account.

If you are over 16 years old but under 18 years old, in principle, your guardian should handle the e-banking business on your behalf. At the time of handling, the household registration medium, the valid identity documents of the person and the guardian, the household registration book to prove their guardianship relationship or other valid certification materials issued by the local public security organ should be presented.
