Article 4 An applicant applying for settlement of points shall meet the following conditions at the same time:

The applicant has signed a formal labor contract with the employer in Beijing and worked continuously 1 year or above, or invested and started a business in Beijing and operated continuously 1 year or above, or registered as an individual industrial and commercial household in Beijing and operated continuously 1 year or above; Take the years of continuous payment of social insurance as the scoring standard of legal and stable employment years, and pay 3 points for each full 1 year.

The applicant has his own residence and has obtained the house ownership certificate of this Municipality; Or sign a formal housing lease contract, legally rent the residence that meets the relevant provisions such as registration and filing, and pay taxes according to law; Or live in a dormitory provided by the employer with legal property rights. Applicants must have lived continuously for 1 year or more. Every full 1 year/minute of continuous residence in the own property right residence, and every full 1 year of continuous residence in the legally rented residence and unit dormitory is 0.5 point. If the number of years of continuous residence exceeds the number of years of social insurance payment, the number of years of continuous social insurance payment shall be regarded as the number of years of continuous residence.

Applicants who have obtained national education series and academic qualifications (degrees) recognized by the Ministry of Education can get corresponding points. Specifically, it is divided into: junior college (including higher vocational education) 10.5, undergraduate education and bachelor's degree 15, postgraduate education and master's degree 26, and postgraduate education and doctoral degree 37. The recognition of academic qualifications (degrees) shall be based on the highest academic qualifications (degrees) obtained by the applicant and shall not be accumulated. The points of continuous payment of social insurance years and continuous residence years during the period of obtaining academic qualifications (degrees) are not accumulated with academic qualifications (degrees).

(4) Indicators and scores of occupation and residence.

From the date of implementation of these Measures, if the applicant's household registration is transferred from six districts (Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District and Shijingshan District) to other administrative areas of this Municipality, 2 points will be added for each full 1 year, with a maximum of 6 points; If the applicant's place of employment and residence is transferred from the sixth district of the city to other administrative areas of the city, 4 points will be added for each full 1 year, with a maximum of 12 points.

(five) innovation and entrepreneurship indicators and scores

1. Applicants who have won national or municipal awards in the fields of science and technology, culture, innovation and entrepreneurship competitions can get corresponding bonus points. Among them, the highest score of the national prize is 12, and the highest score of the municipal prize is 6. Only the highest score is calculated, and no extra points are accumulated.

2. If the applicant is a senior manager or core technician in a national high-tech enterprise and meets certain conditions in terms of shareholding ratio and salary, 2 points will be added for each job 1 year, with a maximum of 6 points.

3. If the applicant meets certain conditions in investing in start-up enterprises or employment in the recognized science and technology business incubator and creative space, and meets certain conditions in terms of investment amount, shareholding ratio and salary income, 2 points will be added for each investment or employment 1 year, with a maximum of 6 points.

4. If the applicant invests or holds a post in a recognized science and technology business incubator, a creative space, a technology transfer service institution or a professional science and technology service institution, and meets certain conditions in terms of investment amount, shareholding ratio and salary income, the maximum score will be 3 points for each investment or post 1 year.

The above-mentioned innovation and entrepreneurship points are not accumulated, and only the highest score is counted if a number of points are met.

(six) tax indicators and scores

If the applicant has paid taxes continuously in the past three years and meets one of the following conditions, add 6 points: the annual personal income tax on wages, salaries and labor remuneration is more than 6,543,800 yuan; Investors of a sole proprietorship enterprise, natural person shareholders of a limited liability company, and investors of a legally registered partnership enterprise calculate the tax amount according to the proportion of their capital contributions, and the average annual tax amount is more than 200,000 yuan. The above points do not add up.

Since the date of implementation of these Measures, individuals, enterprise legal persons and individual industrial and commercial households with tax-related illegal records apply for settlement of points, and each record will be reduced by 12.

(seven) age index and score

If the applicant is under 45 years old, add 20 points.

(eight) honor recognition index and score

If the applicant wins one of the following honors, add 20 points: being selected as a model worker at or above the provincial or ministerial level; National moral model or capital moral model; Be a hero model of the whole country or a good citizen of the capital. Where there are other provisions on commendation by the state, such provisions shall prevail. The above points do not add up.

(9) Compliance record indicators and scores.

Since the date of implementation of these Measures, if the applicant is punished by administrative detention by the public security organ for violating the relevant laws of this Municipality, each administrative detention record will be reduced by 30 points.

Article 6 The relevant municipal departments shall separately formulate the detailed rules for the implementation of the Measures for the Administration of Settlement of Points, including the specific identification standards for settlement indicators of points and the specific operational procedures for policy implementation.

Article 7 The points shall be settled once a year. Applicants who meet the requirements of Article 4 may apply to the employing unit, which shall report to the relevant departments in a unified manner.

Article 8 The municipal government shall, according to the annual population control situation, announce the settlement scores of points to the society every year. According to the applicant's points and settlement scores, the relevant departments of the city initially determine the personnel who settle in the annual points, and publicize their points to the public. After publicity, the applicant can apply for permanent residence in this city according to relevant regulations.

Article 9 An applicant who has obtained the qualification to settle down with points may settle down with his minor children who meet the family planning policy; Their spouses and parents apply for settlement in accordance with the current family policy of this Municipality.
