Why is it unfair for civil servants not to pay social security and get high benefits?

Our country implements a dual-track retirement system, and they can enjoy better welfare benefits without paying social security. Everyone knows that this is an unfair phenomenon, which has been criticized for many years, but it has been delayed and has not changed. The resistance from vested interests is too great.
