March 20, the municipal government issued the Shanghai municipal government of the expropriated farmers collectively owned land agricultural personnel employment and social security methods. After the implementation of the Measures, the social security of newly expropriated landowners and expropriated landowners who have already participated in social insurance in small towns will be integrated into the national basic social security system as a whole, and the protection treatment will be improved.

After the official implementation of the Measures on April 1, 2017, a new comprehensive employment and social insurance policy will be implemented for expropriated land personnel in the employment age group to help them find employment and enter the workers' social insurance, while those in the pension age group can independently choose to participate in the occupational insurance or continue to take part in the urban and rural residents' pension insurance.

Persons whose land was expropriated before the implementation of the Measures and who participated in township insurance are included in job insurance. For those who have already received pensions, their existing pension levels will serve as the starting point for VPS entitlements, and from this year onwards they will adjust their pensions according to the VPS method and enjoy VPS medical insurance; those who have not yet received pensions will enjoy VPS medical insurance in accordance with the regulations, and at the same time will be encouraged and assisted in employment, so that they will meet the statutory conditions for VPS retirement as far as possible at the time of their retirement and will receive their pensions in accordance with the VPS method.
