The relevant contents are now explained as follows:

I. Background of the promulgation of the Notice

Starting the collection of basic medical insurance for urban and rural residents is an important institutional arrangement to ensure that non-employed urban and rural residents enjoy medical insurance benefits in time in the new year. Referring to the practice in previous years, according to the national requirements, our province has defined the financing standard of basic medical insurance for urban and rural residents in 2023, and formulated this notice in combination with the actual situation, which provides a policy basis for starting the collection and payment of basic medical insurance for urban and rural residents in the new year.

Two. Notice of participating departments

The collection of basic medical insurance for urban and rural residents involves the responsibilities of different functional departments, such as insurance payment, medical insurance benefits, financial subsidies, identification of people with special difficulties, financial subsidies, etc. In order to do a solid job in the collection and payment of basic medical insurance for urban and rural residents, give full play to the advantages of relevant functional departments, and promote the payment and participation of urban and rural residents in the province. According to the spirit of relevant national and provincial documents, led by the Provincial Medical Insurance Bureau, the Provincial Department of Finance, State Taxation Administration of The People's Republic of China Guizhou Provincial Taxation Bureau, the Provincial Department of Education, the Provincial Civil Affairs Department, the Provincial Rural Revitalization Bureau, the Provincial Disabled Persons' Federation and other departments jointly issued this notice.

Third, the Notice applies to people.

Urban and rural residents who have not participated in employee medical insurance include non-employed residents in towns (rural areas) of this province, people from other provinces, unemployed compatriots from Hong Kong, Macao and Taiwan and foreigners.

Four. Main contents of the notice

The notice mainly includes six items.

The first is the funding standard. The individual payment standard is 350 yuan/person, and the financial subsidy is not less than 6 10 yuan/person. In 2023, the per capita fund-raising standard of our province will not be lower than that of 960 yuan per person.

The second is the collection time. Continue to focus on centralized collection, supplemented by sporadic distribution. The centralized collection period is from October 20th, 2022 to March 3rd, 2023, and the sporadic collection period is from April 20th, 2023 to June 3rd, 2023. Those who are insured during the centralized collection period will pay 350 yuan, and the medical insurance benefits will be opened on June 5438+1 October1day; For sporadic collection period insurance, individuals pay 960 yuan, and enjoy medical insurance benefits from the date of payment after 60 days (excluding 60 days).

The third is the insurance payment channel. 1. Pay at local financial convenience service points through Agricultural Bank of China (Huinong Tong), China Construction Bank (Nong Yu Tong), Guizhou Rural Credit Cooperative (Rural Credit Cooperative), Guiyang Bank (Internet terminal of rural financial station) and Zunyi Xinpu Changzheng Village Bank (Nongjintong). 2 to the village (neighborhood, community) designated centralized collection agency to pay the basic medical insurance for urban and rural residents, after the collection to pay the tax authorities. 3 through the tax service hall of the tax authorities, or the Agricultural Bank, Guizhou Rural Credit Cooperative, China Construction Bank and other business outlets to pay. 4. The fourth is the subsidy policy. 1. The individual payment standard of basic medical insurance for urban and rural residents in Guizhou Province is 350 yuan per person per year. Among them, the poverty-stricken population, orphans, minors who are actually neglected, retired old workers who were laid off in the early 1960s, poor people with mental disorders who started troubles, family planning "two families" and family members with special family planning are fully subsidized by the government. 2. The minimum living allowance target, unstable poverty-stricken population, poverty-prone marginal population, and population with sudden severe difficulties shall be funded by the medical assistance fund according to the standard of 175 yuan/person. 3. The elderly over 60 years old, minors under 18 years old and severely disabled people in marginal families with minimum living guarantee are funded by the medical assistance fund according to the standard of 105 yuan/person. 4. The stable poverty-stricken population that is not included in the above-mentioned target scope shall be subsidized according to the standard of 120 yuan/person.

The fifth is to identify the identity of the people in difficulty. Before the opening of the new year's collection and payment, each city and state will exchange the identity attributes of people with difficulties with relevant functional departments at the same level in advance, so that they can enjoy government funding in time when they pay for insurance.

Fourth, the new changes in the notice

In order to effectively guarantee the medical insurance treatment for newborns, this year, our province made it clear that for newborns born between June 65438+1 October 1 February1(newborns less than 90 days from the date of birth to the date of payment), the payment time in 2023 will be extended to March 3 1 day, 2024.
