3. Qualification requirements of bidders

3. 1 The bidder must have the qualification of an independent enterprise as a legal person, have the qualification of Grade III or above in general contracting of highway engineering construction, have the performance of highway engineering construction in recent three years, have the corresponding construction ability and good social reputation in terms of personnel, equipment and funds.

3.2 The person in charge of the proposed project must have the qualification of a second-class construction engineer in highway engineering, and must be the registrant of the applicant's unit (including temporary qualification); The chief engineer of the project must have intermediate or above technical titles in highway engineering; "Five members" should have qualification certificates or employment certificates; Must provide "three types of personnel" safety assessment certificate, namely, the legal representative of the enterprise (class A), project leader (class B) and full-time safety officer (class C). Provide the labor contract of the personnel to be dispatched and the social security certificate of the last three months (three months before the deadline for issuing the tender announcement, that is, April-June).

3.3 An affiliated enterprise with investment and equity participation, or a parent company with direct management and managed relationship, or a subsidiary of the same parent company, or two or more legal persons with the same legal representative may not bid at the same time.
