There is a difference between Dongtou County's social security and Lucheng District's social security?

There is no difference between the social security of Dongtou County and that of Lucheng District. If there is a difference, it is that one is under the management of Dongtou County Social Security Bureau and the other is under the management of Lucheng District Social Security Bureau.
