Article 1 These Measures are formulated in order to implement the 14th Five-Year Plan for Beijing's national economic and social development and the outline of the long-term objectives for 2003-2005, continuously improve the level of "four services" around the functional construction of "four centers", further create an institutional environment for discovering, introducing, cultivating and retaining outstanding graduates, give full play to the role of college graduates as a valuable talent resource, and promote the high-quality development of the capital.

Article 2 The graduates mentioned in these Measures are non-Beijing permanent residence fresh graduates who are included in the national unified enrollment plan, do not belong to directional or entrusted training, have no labor (employment) relationship with any unit during the highest academic degree, and have obtained academic degrees on time. Graduates who are employed for the first time within two years after graduation shall refer to the implementation.

Article 3 The introduction of graduates shall be based on the principles of overall planning, improving quality and ensuring key points, and accurate introduction and hierarchical management shall be implemented. Establish a three-level management system with clear rights and responsibilities, reasonable division of labor, scientific decision-making, openness and transparency, and strong supervision, which is composed of the Municipal Human Resources and Social Security Bureau, the competent unit and the employing unit.
