It is necessary to incorporate the medical insurance system for urban and rural residents into the overall situation of the development of universal medical insurance system and deepen medical reform, make overall arrangements and rational planning, highlight the linkage between medical insurance, medical care and medicine, strengthen the connection between basic medical insurance, serious illness insurance, medical assistance, emergency medical assistance and commercial health insurance, and enhance the system's systematicness, integrity and synergy.

Article 3 of the Measures of Beijing Municipality on Basic Medical Insurance for Urban and Rural Residents

These Measures shall apply to persons who have no other basic medical insurance and meet one of the following conditions:

(a) the elderly in urban and rural areas (hereinafter referred to as the elderly in urban and rural areas) with the household registration in this Municipality.

(2) Urban and rural residents (hereinafter referred to as working-age residents) who have registered in this city and are over 16 years old but under 60 years old and over 16 years old but under 50 years old.

(3) Students registered in this Municipality who are enrolled in full-time ordinary colleges and universities (including private colleges and universities), scientific research institutes, ordinary primary and secondary schools, secondary vocational schools, special education schools and work-study schools within the administrative area of this Municipality,/kloc-non-local registered personnel under the age of 0/6; Full-time non-Beijing students (hereinafter referred to as students and children) who receive general higher education in full-time ordinary colleges and universities (including private colleges and universities) and research institutes within the administrative area of this Municipality.
