Tianjin Human Resources and Social Security Bureau is a department of the municipal government.

The Municipal Human Resources and Social Security Bureau implements the principles and policies of the CPC Central Committee on human resources and social security and the decision-making arrangements of the CPC Central Committee and the Municipal Party Committee on human resources and social security, and adheres to and strengthens the centralized and unified leadership of the Party on human resources and social security in the process of performing its duties. The main responsibilities are:

First, implement human resources and social security laws and regulations, study and draft relevant local regulations, government regulations and policy documents, formulate relevant local norms and standards, and organize their implementation.

Second, formulate human resources market development planning and human resources introduction and development policies, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

Three, responsible for promoting employment, urban and rural employment development planning and policies, improve the public employment service system, formulate employment assistance system. Formulate and implement policies related to the vocational qualification system, and make overall plans to establish a vocational training system for urban and rural workers. Take the lead in making plans for college graduates.

Industrial policy, in conjunction with relevant departments to develop high-skilled talents, rural practical talents training and incentive policies. Responsible for the preparation of the city's technical school development plan, organize the implementation and supervision and inspection.

Four, in conjunction with the relevant departments to establish a social security system covering urban and rural areas. Coordinate the formulation of social insurance policies and standards such as pension, work-related injury, unemployment and supplementary insurance, and formulate ways to connect the relationship between pension, work-related injury and unemployment. To formulate the management and supervision system of social insurance for old-age pension, work injury and unemployment and its supplementary insurance funds, prepare the draft budget and final accounts of social insurance funds, and participate in the formulation of social insurance fund investment policies.

Five, responsible for employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, the implementation of prevention and control, to maintain the stability of the employment situation and the overall balance of social insurance funds.

Six, in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in government agencies and institutions, establish a mechanism for the normal wage growth and payment guarantee of personnel in enterprises and institutions, formulate policies for the regulation of wages and income of employees in enterprises, improve the minimum wage system, and formulate policies for the welfare and retirement of personnel in enterprises and institutions.

Seven, in conjunction with the relevant departments to guide the reform of personnel system in institutions, formulate personnel management policies in institutions, government agencies and institutions, participate in talent management, formulate policies for professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, improve the postdoctoral management system, and be responsible for the selection and training of high-level professional and technical personnel; Formulate the policy of overseas students coming to Tianjin (returning to China).

XVI. Division of responsibilities.

Division of responsibilities with the Municipal Science and Technology Bureau (the Municipal Bureau of Foreign Experts Affairs) on the work permit for foreigners in China. The working policies for Chinese personnel coming to Tianjin for Class A personnel shall be formulated by the Municipal Science and Technology Bureau in conjunction with the Municipal Human Resources and Social Security Bureau, and those for Class B and C personnel coming to Tianjin shall be formulated by the Municipal Human Resources and Social Security Bureau in conjunction with the Municipal Science and Technology Bureau. The Municipal Science and Technology Bureau, together with the Municipal Human Resources and Social Security Bureau, organized and implemented the work permit for foreigners coming to Tianjin.
