First, the requirements of the reform of the registration system of "five certificates in one"

"Five certificates in one, one photo and one yard" registration refers to the integration of the original industrial and commercial business license, organization code certificate, tax registration certificate, statistical registration certificate and social insurance registration certificate. The administrative department for industry and commerce uniformly accepts the registration application and issues a business license with a unified social credit code (hereinafter referred to as "new business license"). Social insurance agencies (agencies) and other departments share enterprise registration information, and no longer issue a separate registration certificate; Where an enterprise was originally required to use the Social Insurance Registration Certificate to handle related business, it shall replace it with a new business license. Carrying out "five certificates in one, one photo and one yard" is an important measure for the government to simplify administration and decentralize power, promote the reform of commercial system and reduce the cost of entrepreneurial access system. It is also an important part of optimizing social insurance services. Social insurance, industry and commerce, banking and other departments should cooperate closely to carry out the reform of the registration system in a practical and steady manner.

Two, "five certificates in one" social insurance registration workflow

(1) The administrative department for industry and commerce accepts the application for enterprise registration, issues a new business license, informs social insurance related businesses, and pushes the industrial and commercial registration information (hereinafter referred to as registration information) and the change registration information required for social insurance registration to the data interactive platform every day.

(2) The social insurance information system receives registration information daily, including: unified social credit code, name, type, enterprise registration authority, date of opening (establishment), domicile, business scope, information of legal representative (name, ID card type, ID card number, fixed telephone number and mobile phone number) and registration status, and completes the corresponding social insurance information registration of enterprises.

(3) The enterprise holds a new business license to open an account in Beijing Social Insurance Cooperative Bank, and signs a bank payment agreement in the form of "bank payment". Enterprises no longer use the original "social security payment" method.

For enterprises registered from September 26th, 20 16 to September 30th, 20 17, the combination of the first two digits and the last 10 digits of the enterprise unified social credit code is temporarily used as the temporary social insurance registration number.

(four) within 30 days of the establishment of the enterprise, it shall apply to the social insurance agency (agency) in the place of registration for social insurance.

Enterprises log on to the "Beijing Social Insurance Online Service Platform" (referred to as the online platform) and report the information of new insured units online according to relevant requirements and tips (recommended); Or use the "Beijing Social Insurance Information System Enterprise Management Subsystem" (referred to as stand-alone software, which can be downloaded and installed locally through the online platform) to fill in the insurance information.

After the enterprise enters the registration information and submits it for confirmation, it shall print the Information Registration Form of Social Insurance Units in Beijing (in duplicate) and the Agreement on Payment of Social Insurance Fees in Beijing (in duplicate), and affix the official seal of the unit. If the application is made through stand-alone software, an offer document for unit registration data shall also be generated. Bring the above materials, new business license, account opening permit, original and copy of bank payment agreement 1 copy to the social insurance agency (agency) for social insurance procedures. The social insurance agency shall verify the accuracy of relevant materials and data. If it is approved, sign and seal the two registration forms and the agreement, and return one copy to the enterprise, together with the above copy, to complete the registration of the enterprise to participate in social insurance.

After completing the social insurance registration, an enterprise may apply for the application, activation or authorization of the existing digital certificate of online social insurance of its own unit.

(5) The social insurance information system receives the enterprise change registration information every day and updates the corresponding social insurance registration information. Enterprises do not need to declare change registration information to social insurance agencies.

Any change in other social insurance registration items of an enterprise shall be reported to the social insurance agency in a timely manner.

After an enterprise that has not participated in social insurance has gone through the cancellation of industrial and commercial registration, the social insurance registration shall be cancelled together; Enterprises that have participated in social insurance shall, within 30 days after the cancellation of industrial and commercial registration, go to the social insurance agency for cancellation of registration.

Enterprises should ensure that the registration information is accurate and timely. Avoid inaccurate address and contact information, resulting in failure to inform related matters; It is necessary to avoid incorrect declaration of bank account information or inconsistency between social security information and bank information, resulting in late payment fees or affecting timely payment of benefits.

(six) the enterprise shall, within 30 days from the date of employment, declare to the social insurance agency that the employees participate in social insurance registration.

Three, the implementation of the "five certificates in one" related social insurance work arrangements

(a) in accordance with the old and new systems in parallel, set a transition period, and steadily promote the implementation of the "five certificates in one" social insurance registration system reform.

Enterprises registered before September 25th, 20 16 (hereinafter referred to as "old enterprises") shall handle the social insurance registration business and follow the original working mode. The social insurance registration certificate issued under the original working mode continues to be valid. "Old enterprises" should all choose "bank payment" before the end of June 2065438+2007.

Enterprises registered on or after September 26th, 20 16 (hereinafter referred to as "new enterprises") are subject to the registration mode of "five certificates in one" and do not need to apply for social insurance registration certificates. On or before September 30th, 20 17, the combination of the first two digits and the last 10 digits of the unified social credit code for enterprises is temporarily used as the temporary social insurance registration number of "new enterprise".

17 At 0: 00 on June, the social insurance information system and the social insurance cooperative bank information system changed the item of "social insurance registration certificate number" from 12 to 18, and updated the information synchronously. Replace the temporary social insurance registration number of "new enterprise" with 18 social credit code as the social insurance registration number; If the 18-digit social credit code is used as the social insurance registration number of an old enterprise that has obtained a new business license (including a new business license obtained according to the "four certificates in one" registration mode) and has chosen the "bank payment" method, its social insurance registration certificate and registration number are no longer valid.

From 20 17, 10 and 1, all enterprises that have obtained new business licenses shall apply the "five-in-one" social insurance registration model to handle social insurance, information change and cancellation of registration, and apply the social credit code as the social insurance registration number and the new business license to handle social insurance business.

For enterprises that renew their new business licenses on or after 20 18 10/7, the social insurance information system will automatically update their social insurance registration number and other registration information every day according to the changes in their registration information, and the social insurance registration certificate of the enterprise will no longer be valid; Enterprises should hold a new business license and change the social insurance registration number and other information at the payment bank in time to avoid payment failure.

After the transition period of the "five certificates in one" registration system reform, all enterprises will use the new business license to handle social insurance business, and the original social insurance registration certificate will no longer be valid.

(two) the registration information of enterprises participating in social insurance and the status information of paying social insurance premiums are publicized on the enterprise credit information platform. Social insurance agencies and other departments can supervise, inspect, prompt and inform according to the information of enterprises participating in social insurance and enterprise credit information, and investigate and deal with violations of social insurance laws and regulations such as not participating in social insurance according to law and not paying social insurance premiums in full and on time.

(three) institutions, mass organizations and other non enterprise units of social insurance registration mode unchanged, and gradually adopt a unified social credit code for registration certificate management.
