Can I get a refund after the social security payment is intercepted?

According to the Social Insurance Law of People's Republic of China (PRC), individual accounts may not be withdrawn in advance.

The social security system is a system of long-term accumulation and mutual assistance. Part of the social security fees paid by individuals will go into personal accounts, and the other part will go into social pooling accounts to pay social security benefits such as pensions for retirees. Once the payment is cut off, although the funds in the personal account still belong to the individual, the funds in the overall account have been used to pay the social security benefits of others, so they cannot be returned.
