According to the provisions of the Social Insurance Law, if an individual is employed across the overall planning area, his basic old-age insurance relationship, basic medical insurance relationship and unemployment insurance relationship will be transferred accordingly, and the payment period will be calculated cumulatively. After the social insurance institutions in the original overall planning area stop participating in the insurance, with the consent of the social insurance institutions in the new overall planning area, they can go through the transfer-out procedures at the social insurance institutions in the original overall planning area, and go through the transfer-in procedures at the social insurance institutions in the new overall planning area with the transfer-out certificate and relevant documents and materials, and the social insurance relationship will continue before and after, and the balance of the personal social insurance account in the original overall planning area will be transferred to the social insurance account in the new overall planning area.

According to the current laws, regulations and policies, the years of participating in social insurance are calculated cumulatively, and the years of not participating in social insurance after work cannot be reissued, so there is no problem of paying back insurance premiums.
