What is the social security payment standard? Usually, there are two important concepts in individual social security payment, namely, the base and proportion of payment, and the payment standards between regions are similar.
Careful readers may find that the payment and collection of social security are inconsistent in different regions of China. Take the basic old-age insurance as an example. At present, the unit contributions in Shanghai, Beijing and Shenzhen are 2 1%, 20% and 13% respectively. Why is this happening? This is because, in the process of establishing the social security system in China as a whole, it did not realize national overall planning, but started from regional overall planning, which showed a highly fragmented feature in the early stage of development.
The master planning area is also called the master planning unit. According to Guo Fa [1998] No.44 document, in principle, administrative regions (including prefectures, cities, prefectures and leagues) above the prefecture level are determined as the overall planning units, and counties (cities) with a certain population can also be regarded as the overall planning units. In this way, counties (county-level cities), cities divided into districts, and provinces (autonomous regions, municipalities directly under the central government, and cities with separate plans) can all become overall planning areas, resulting in more than 2,000 one-time projects. Taking Suzhou as an example, the overall planning scope of Suzhou includes Canglang District, Pingjiang District, Jinchang District and High-tech Zone, while Xiangcheng District, Wuzhong District, Park and Suzhou City are all independent overall planning areas.
There are differences in regional overall planning. At present, the provinces and cities that have achieved provincial overall planning are Beijing, Shanghai, Tianjin and Shaanxi. The degree of overall planning of the five insurances is also different. The basic old-age insurance has basically achieved provincial overall planning, but the overall planning level of basic medical insurance is mostly limited to the municipal level.
Social security payment base
Social security payment should be based on employees' pre-tax wages, but the wages of wage employees are low and high. Those with low wages can only reach the statutory local minimum wage level, and those with high wages can reach dozens or even hundreds of times the average social wage level. In order to narrow the gap, it is stipulated that 60% ~ 300% of the average social wage is the payment base, and if the employee's payment wage is higher than 300% of the average social wage in the previous year, 300% of the average social wage in the previous year is the payment base; If the wages paid by employees are lower than 60% of the average social wage in the previous year, 60% of the average social wage in the previous year shall be the base of payment. For example, the average social wage 1000 yuan, the payment base can be 600 ~ 3000 yuan.
Under normal circumstances, the determination of employees' payment wages is not based on the actual salary of the month, but on the average monthly salary of employees in the previous year. Taking Beijing as an example, before April 1 every year, the human resources department of the unit will confirm the average monthly salary of the previous year (June 65438+1October/kloc-0+June 65438+February 3 1), and on this basis, determine the social security payment base from April of that year to March of the following year.
The statistical caliber of employees' wages should be calculated in strict accordance with the Provisions on the Composition of Total Wages issued by the National Bureau of Statistics in June 1990+ 10/. The total wage consists of six parts: hourly wage, piece-rate wage, bonus, allowance and subsidy (except for travel allowance, missed meal allowance and one-child allowance), overtime wage and salary paid under special circumstances. The following labor income of workers does not belong to the wage range: (1) social insurance benefits paid by the unit to individual workers; (2) Labor insurance expenses, such as work clothes, antidotes, heating, cool drinks, etc. (3) All kinds of labor remuneration and other labor income that are not included in the total wages according to regulations.
Social security contribution rate
Although there are some differences between regions, the proportion of payment in most overall planning areas is not much different from that in Beijing. Taking Tianjin as an example, the latest payment ratio is 28% for providing for the aged, 0/2% for medical care, 3% for unemployment, 0.8% for maternity and 0.5% for work-related injury. Five insurances account for 44.3% of the payment base, which is very close to Beijing.
