What does it mean when a social security card shows that it is pending issuance?

This status indicates that the social security card is in the process of being issued, so you can go directly to your local social security office to apply for it. The social security card of the People's Republic of China (PRC) is an integrated circuit (IC) card issued by local human resources and social security departments for use in various business areas of human resources and social security.

The social security card has a wide range of functions. Beginning in the second half of 2019, the Ministry of Human Resources and Social Security (MOHRSS) has made it clear that the social security card will be used as a valid ID for registration and entry into examination centers for the national qualification exams for professional and technical personnel. Conditional regions can combine the application of local electronic social security cards to provide more efficient and convenient services for applicants.

From Jan. 1, 2020, Hong Kong, Macao and Taiwan residents who are employed, reside and study in the mainland (China) will have social security cards, and will have the same legitimate rights and interests as mainland (China) residents in participating in social insurance and enjoying social insurance benefits according to law.

Social security cards can be divided into two categories in terms of the types of cardholders, namely: those issued to urban workers, the unemployed and the retired are known as social security (personal) cards, and those issued to employers are known as social security (employer) cards.
