The main responsibilities of Yueyang Human Resources and Social Security Bureau

(a) the implementation of national human resources and social security laws, regulations and policies; To formulate the city's human resources and social security development plan and annual work plan, draft normative documents on human resources and social security, and organize the implementation, supervision and inspection; Comprehensive management, supervision and guidance and coordination of human resources and social security work in the city.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Organize the implementation of urban and rural social insurance and supplementary insurance policies and standards, and implement the basic old-age insurance and social security fund investment policies of government agencies and institutions. In conjunction with relevant departments, formulate measures for the management and supervision of social insurance and its supplementary insurance funds, implement supervision, and work out the draft budget and final accounts of the city's social insurance funds in conjunction with relevant departments.

(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) to be responsible for the comprehensive management of the distribution of wages and income in government agencies and institutions; Organize the implementation of the wage and income distribution policy for personnel of government agencies and institutions, cooperate with relevant departments to review the wages, bonuses, subsidies and retirement fees of personnel of government agencies and institutions at the corresponding level included in the unified wage distribution scope of the municipal finance, implement the welfare and retirement policies for personnel of government agencies, enterprises and institutions, establish the normal wage growth and payment guarantee mechanism for personnel of government agencies, enterprises and institutions, and guide and supervise the implementation of the income distribution policy for operators of state-owned enterprises.

(seven) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, and formulate policies for the management of personnel and staff of public institutions; Participate in talent management; Comprehensive management of the city's professional and technical personnel team building; Comprehensive management of the city's professional and technical personnel and government agencies and institutions training and continuing education; Take the lead in promoting the reform of the title system and manage the title work of professional and technical personnel under centralized management. Responsible for the management and coordination of postdoctoral and returned overseas students; Responsible for the selection, training and introduction of high-level professional and technical personnel; Formulate and implement relevant policies to attract experts and overseas students to work or settle in Guangdong.

(eight) in conjunction with the relevant departments to formulate and implement the city's resettlement measures and resettlement plans for demobilized military cadres and organize their implementation; Responsible for the education and training of demobilized military cadres; Implement the policy of solving difficulties for demobilized cadres in some enterprises and cooperate with relevant departments to maintain stability; Responsible for the management and service of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in administrative organs, formulate measures for the deployment of relevant personnel and the placement of special personnel, and formulate and implement the government reward system in conjunction with relevant departments; Responsible for the annual assessment of institutions; Participate in government performance evaluation and practical assessment.

(eleven) the full implementation of labor and personnel dispute mediation and arbitration system; Implement policies related to labor relations and improve the coordination mechanism of labor relations; Supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law; Coordinate and guide the handling of human resources and social security letters and visits and emergencies.

(twelve) centralized management of the introduction of foreign intelligence work in the city.

(thirteen) to undertake other tasks assigned by the Municipal Party Committee and the Municipal People's government.
