The main responsibilities of the Municipal Labor and Social Security Bureau:

(a) to implement the principles, policies, laws and regulations of the relevant departments of the state on labor and social security, and to formulate long-term and annual plans for labor and social security and organize their implementation; Drafting normative documents on labor and social security, and organizing the implementation, supervision and inspection.

(two) to study and put forward basic policies and measures to promote urban and rural employment, plan the regular development of labor force, and organize the establishment and improvement of employment service system; Formulate measures for the development and employment of rural surplus labor force and the cross-regional flow of labor force; Qualification and management of employment agencies; Implement the management of citizens' exit employment and overseas citizens' entry cheap employment, and be responsible for the management of relevant departments and institutions to send China employees to cheap institutions of foreign enterprises and engage in labor recruitment intermediary, consulting and training business in cheap institutions abroad.

(three) to formulate the overall planning of vocational skills development and employment training and organize their implementation; Comprehensive management of occupation classification, occupation skill standards, industry standards, occupation skill appraisal, occupation skill competition and certificate issuance, and implementation of occupation qualification certificate system; Guide the construction of technical schools, vocational skills training, assessment and appraisal institutions, and identify the qualifications of vocational skills training institutions; Organize the implementation of the labor preparation system, guide the city's pre-employment vocational skills training, apprenticeship training, on-the-job staff training.

(four) to coordinate labor relations, handle labor disputes, and implement the labor contract and collective contract system; Responsible for the implementation and supervision of the length of service, working hours, rest and vacation system of enterprise employees and special labor protection policies for female employees and underage employees; Responsible for policy placement and deployment, examining and approving job advertisements, and performing labor inspection functions according to law.

(five) the implementation of macro management of wages and other labor remuneration of employees in enterprises, the formulation of enterprise wage guidance prices and minimum wage standards, the formulation of normative documents on the adjustment of enterprise wage income and the income distribution of state-owned enterprise operators, and the preparation and publication of labor market wage guidance prices; Review the total wages of central, provincial and Zhanjiang enterprises and the salary standards of the main responsible persons.

(six) to formulate normative documents on pension, unemployment, medical care, work injury and maternity social insurance, and organize the implementation, supervision and inspection; Responsible for the basic medical insurance for urban workers and the reform of the medical security system for retired cadres, and responsible for the management of free medical care.

(seven) to formulate normative documents on the collection, payment, management and operation of social insurance funds; Put forward audit opinions on the budget and final accounts of social insurance funds, and exercise administrative supervision over the management of social insurance funds; To formulate the management rules of social insurance agencies, the qualification standards of fund operating institutions and the construction plan of social insurance service system and organize their implementation; Accept the supervision and reporting of social insurance funds and be responsible for the supervision of social insurance funds within their respective administrative areas.

(eight) to formulate normative documents for supplementary endowment insurance and supplementary medical insurance for organs, institutions and enterprises and the qualification standards for supplementary insurance contractors; Review and determine the qualifications of relevant institutions to undertake supplementary insurance business.

(nine) responsible for the statistics and information work of labor and social insurance, organize the construction of labor and social security information network, and regularly publish information materials and development forecast reports.

(ten) responsible for the city's labor and social security administrative disputes litigation and administrative adjudication, reconsideration.

(eleven) to carry out scientific and technological research and foreign exchanges and cooperation in the field of labor and social security.

(twelve) to undertake other tasks assigned by the Municipal People's government and the provincial and Zhanjiang municipal labor and social security departments.
