In order to safeguard the interests of insured employees, improve the efficiency of social insurance administration, and ensure the accurate and timely handling of various types of social insurance retroactive contributions, in accordance with the spirit of the document "Notice on the Issues Relating to the Addition of Late Payment Penalty for Units Owing to Payment of Social Insurance Premiums" (No. 39 of Beijing Social Security Administration [2011]), the declaration of individual retroactive contributions by employers shall be done using the "Enterprise Management Subsystem of Beijing Social Insurance System" (hereinafter referred to as the "Enterprise Version"). "(hereinafter referred to as the "enterprise version") for declaration. Considering the maturity of the system and the fact that the insured units are familiar with the software of the enterprise version, according to the actual situation in Chaoyang District, the following provisions are made for the declaration of social insurance retroactive contributions:

1. The retroactive contribution business should, in principle, be declared by using the software of the enterprise version in accordance with the spirit of the "Notice on the Issues Relating to the Addition of Late Payment Penalties for the Default in Payment of Social Insurance Premiums by Units of Employers" (No. 39 of the "Beijing Social Security Issues" [2011]) document.

2. Starting from January 1, 2012, the Chaoyang District Social Security Center and all labor security service centers will no longer accept any retroactive contributions that have not been declared using the enterprise version of the software.
