What does endowment insurance for landless peasants mean?

Legal analysis: In case of land expropriation, people in rural areas should have social endowment insurance besides land compensation, resettlement compensation and ground attachments compensation. Its insurance includes: new rural endowment insurance, basic endowment insurance for urban workers and social endowment insurance for landless farmers.

Legal basis: Article 6 of the Notice of the Ministry of Land and Resources on Further Improving the Management of Land Acquisition stipulates that the implementation of social security funds for land-expropriated farmers should be promoted. Bringing landless peasants into social security is an effective way to solve their long-term livelihood. Land and resources departments at all levels should actively promote the construction of social security system for landless farmers under the unified leadership of the local government and cooperate with relevant departments. At present, the key to solve the social security problem of landless peasants is to implement social security funds. In line with the principle of "whoever uses the land pays", all localities are encouraged to actively broaden the channels of social security funds in combination with land acquisition compensation and resettlement.

Article 96 of the Social Insurance Law of People's Republic of China (PRC) stipulates that if land owned by rural collectives is expropriated, the social insurance premium of the land-expropriated farmers shall be fully arranged, and the land-expropriated farmers shall be included in the corresponding social insurance system according to the provisions of the State Council.
