On March 3rd, 2008, Ministry of Human Resources and Social Security was established by the central government and the local human resources and social security bureau was established.
Therefore, Qiqihar Labor and Social Security Bureau should be established in 1998, and now it should be called Qiqihar Human Resources and Social Security Bureau.
Departmental functions
(a) the implementation of national and provincial human resources and social security development planning and related laws, regulations, rules and policies, in conjunction with the relevant departments to develop the city's human resources and social security development planning and policies, formulate relevant policies and organize the implementation, supervision and inspection.

(3) Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving the public employment service system, organizing the implementation of the employment assistance system, improving the vocational qualification system, coordinating the establishment of the vocational training system for urban and rural workers, and being responsible for the education of technicians; Take the lead in formulating employment policies for college graduates, and formulate incentive policies for training high-skilled talents and rural practical talents in conjunction with relevant departments; Draw up the development plan of street (township) and community grassroots employment work, and guide the construction of grassroots work system; Formulate plans for entrepreneurship and employment promotion and organize their implementation; Responsible for the construction of entrepreneurial service system.
(4) Coordinate the establishment of a social security system covering urban and rural areas. Organize the formulation and implementation of urban and rural social insurance and its supplementary insurance policies and standards, co-ordinate the formulation and implementation of basic old-age insurance policies for government agencies and institutions, formulate and organize the implementation of social insurance and its supplementary insurance fund management and supervision system in conjunction with relevant departments, prepare the draft budget and final accounts of the city's social insurance fund, and participate in the formulation of the city's social insurance fund maintenance and appreciation operation policies and implementation measures.
(five) responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.
(VI) To implement the wage income distribution, welfare and retirement policies of the relevant state and provincial organs and institutions, formulate opinions on the implementation of the wage income distribution system of the city's organs and institutions jointly with relevant departments, establish the normal wage growth and payment guarantee mechanism of the organs and institutions, and formulate the welfare and retirement policies of the city's organs and institutions.
(VII) Organize and implement the personnel system reform of public institutions in conjunction with relevant departments, formulate policies for the management of public institutions and national civil servants, participate in talent management, formulate policies for the management and continuing education of professional and technical personnel, take the lead in deepening the reform of professional title system, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract experts and overseas students to work or settle in China.
(8) formulate policies and plans for the resettlement of demobilized military cadres jointly with relevant departments, be responsible for the education and training of demobilized military cadres, organize the implementation of policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and services of demobilized military cadres who choose their own jobs.
(nine) in accordance with the cadre management authority, responsible for the comprehensive management of civil servants in administrative organs, organize the implementation of relevant personnel deployment policies and special personnel placement policies, and organize the implementation of the government reward system in conjunction with relevant departments.
(ten) in conjunction with the relevant departments to formulate and organize the implementation of comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(11) Coordinate the implementation of labor and personnel dispute mediation and arbitration system and labor relations policy, improve the coordination mechanism of labor relations, implement the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers, organize the implementation of labor inspection, coordinate the work of safeguarding workers' rights, and investigate and deal with major cases according to law.
(twelve) accepting labor and personnel petitions, and coordinating relevant departments to deal with major labor and personnel petitions or emergencies.
(thirteen) responsible for international exchanges and cooperation in human resources and social security.
(fourteen) responsible for the introduction of foreign intelligence.
(fifteen) to undertake other tasks assigned by the municipal government.
