Registration

1. Newly insured persons: the permanent population of our county (including primary and secondary school students and preschool children) who have not participated in employee medical insurance shall register for residents' medical insurance in the village (community) where they live (which can be registered locally) or through the official account of Hunan Medical Insurance WeChat.

2. Students from universities, technical secondary schools and technical schools: take the school as the unit to participate in the overall medical insurance for residents in the medical security agency of our county, and go through the registration procedures for insurance.

3. Before February, 2023, register destitute people, orphans, actually unattended children, severely disabled (1-2) and low-income recipients: after the list is confirmed by the county medical security agency and the difficult identification department, all residents will be registered for medical insurance.

4. Normal insurance in 2022: In order to renew the insurance, you can directly pay the medical insurance premium for urban and rural residents in 2023 without registration.

Insurance payment time

In 2023, the payment period of centralized medical insurance for urban and rural residents is from September 2022 1 day to February 3, 20221day, and it is extended to February 28, 2023 under special circumstances. If the payment is extended from June 65438+1 October1to February 28, 2023, residents will enjoy medical insurance benefits from the date of payment.

Payment standard

1.In 2023, the individual payment standard of basic medical insurance for urban and rural residents in the province will be unified as 350 yuan/person.

2. Give 50% financial subsidies to the monitored objects and marginal family members with minimum living allowance, and the individual shall pay 175 yuan/person.

3. Poor people, orphans, actually unattended children and severely disabled people in our county (level 1-2) participate in the individual contributions of residents' medical insurance, which are fully funded by the finance; The minimum living allowance recipients receive 50% financial subsidies, and the other 50% individual contributions are funded by the civil affairs department.

4. For newborns born in 2023, within 90 days after birth, the guardian can submit the residence booklet or residence permit for newborns, and use the residence booklet or medical birth certificate to register the newborns with their real names. After the insurance registration and payment procedures are handled according to the regulations, the compliant medical expenses incurred since the date of birth can be included in the scope of medical insurance reimbursement. Newborns born from September 1 2022 to February 3 1 2022 are required to pay the medical insurance fee for urban and rural residents in 2022 from the date of birth before they can enjoy the medical insurance benefits for urban and rural residents in 2022.

5. Employees whose medical insurance coverage is cut off due to the termination of labor relations can participate in medical insurance for urban and rural residents at any time with the employee's medical insurance certificate within 90 days from the date of cutting off, and pay according to the individual payment standard of medical insurance for urban and rural residents, and enjoy medical insurance benefits from the date when the coverage of medical insurance for employees is cut off. Employees in new forms of employment, retired soldiers, released prisoners and college graduates who are not employed in time, can enjoy medical insurance benefits for urban and rural residents from the date of first insurance payment at their place of residence.

6. Due to objective reasons such as changes in household registration or other special circumstances (specifically, newly moved into household registration, uninsured newborns within 90 days, uninsured employees within 90 days), basic medical insurance premiums (including individual contributions and financial subsidies) can be paid in full in one lump sum according to the financing standard of medical insurance for urban and rural residents in 2023, and medical insurance benefits can be enjoyed from the next month of payment.

7. After the insured person pays the residents' medical insurance, due to special circumstances such as his death before February 3, 2022 (65438+KLOC-0), participation in employee medical insurance or repeated insurance payment, the insured person may terminate the relevant residents' medical insurance participation relationship and apply for a refund. In principle, the above special circumstances should be refunded before March 3, 20231.
