Institutional functions of Henan Provincial Department of Human Resources and Social Security

Article 1 These Provisions are formulated in accordance with the Notice of the General Offices of the General Office of the Central Committee of the CPC and the State Council on Printing and Distributing the Institutional Reform Plan of Henan Province.

Article 2 The Department of Human Resources and Social Security of Henan Province is a department of the provincial government, with the main hall level.

Article 3 functional transformation. We will further promote the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services", further reduce administrative examination and approval items, standardize and optimize external handling items, reduce examination and approval items such as vocational qualification licensing and recognition, implement national vocational qualification list management, strengthen post-event supervision, innovate public service methods such as employment and social security, strengthen information sharing, and improve the level of public services.

Article 4 The Department of Human Resources and Social Security of Henan Province shall, in the course of performing its duties, implement the principles, policies and decision-making arrangements of the CPC Central Committee on human resources and social security, and uphold and strengthen the centralized and unified leadership of the Party on human resources and social security. The main responsibilities are:

(a) the implementation of national human resources and social security laws, regulations and policies, formulate the province's human resources and social security development plans and policies, undertake the drafting of relevant local regulations, and organize the implementation, supervision and inspection.

(III) To be responsible for promoting employment in the whole province, formulating plans and policies for urban and rural employment development in the whole province, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training system for urban and rural workers in the whole province, formulating the employment assistance system in the whole province, and taking the lead in formulating employment policies for college graduates in the whole province. In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.

(four) to promote the establishment of a multi-level social security system covering urban and rural areas in the province. To formulate social insurance policies and standards for supplementary insurance such as pension, unemployment and work injury. Formulate a unified plan for the province's old-age insurance and a unified method for the connection of the province's old-age insurance, unemployment insurance and industrial injury insurance. Organization formulation

Pension, unemployment, work-related injury and other social insurance and its supplementary insurance fund management and supervision system, prepare the draft budget and final accounts of the relevant social insurance funds, and participate in the formulation of relevant social security fund investment policies. In conjunction with relevant departments, we will implement the national insurance plan and establish a unified social insurance public service platform.

(five) to be responsible for the prediction and information guidance of employment, unemployment and related social insurance funds in the province, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of payments of related social insurance funds.

(six) according to the provisions of the state on working hours, rest and vacation and special labor protection policies, formulate the province's labor and personnel dispute mediation and arbitration system and labor relations policy, improve the labor relations consultation and coordination mechanism, formulate implementation rules and supervise the implementation. Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(VII) Take the lead in deepening the reform of the professional title system, formulate policies on the management of professional and technical personnel, continuing education and postdoctoral management in the whole province, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in Henan. To organize the formulation of the training, evaluation, use and incentive system of skilled personnel in the whole province. Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

(eight) in conjunction with the relevant departments to guide the reform of the personnel system of institutions in the province, in accordance with the management authority, responsible for standardizing the post setting, open recruitment, employment management, assessment, rewards and punishments and other comprehensive personnel management work of institutions, and formulating management policies for staff and government staff.

(nine) to assist the relevant departments to do a good job in the recruitment, open selection and open transfer of civil servants; In conjunction with the relevant departments, organize the implementation of the national commendation and reward system, comprehensively manage the commendation and reward work of the provincial party committee and the provincial government, undertake the commendation and reward work of the province's appraisal standards and bureau-level commendation, undertake the commendation and reward activities carried out in the name of the provincial party committee and the provincial government according to the authorization, and undertake the administrative appointment and removal procedures of some provincial-level leading cadres.

(ten) in conjunction with the relevant departments to develop the province's institutions and government staff wage income distribution policy, the establishment of the province's enterprises and institutions staff wage decision, normal growth and payment guarantee mechanism. To formulate welfare and retirement policies for employees and government functionaries in enterprises and institutions throughout the province. To formulate the technical grade evaluation policy for workers and staff of government agencies and institutions in the whole province.

(eleven) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the province, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers. Co-ordinate and guide the employment and entrepreneurship of migrant workers in the province and develop family service industry to promote employment.
