What do you mean by provincial overall planning units?

Provincial overall planning of endowment insurance refers to the system that endowment insurance is managed by the relevant departments of the provincial government, the expenses are collected and adjusted at the provincial level, and the base and payment ratio are calculated uniformly. As early as 1998, the State Council made a decision to require all provinces and regions to gradually implement provincial-level overall planning of endowment insurance. However, since then, the progress of this work has been uneven. Only a few provinces and cities such as Beijing and Shanghai have achieved real provincial-level overall planning, and most provinces are still planning at the city and county level. Old-age insurance stays at the level of overall planning at the city and county levels, with low overall planning level, scattered fund management, poor adjustment and weak ability to resist risks. Not only can it not give full play to the "social mutual aid" function of social insurance, but it also brings about the problem of difficult transfer and continuity of social insurance relations.
