Responsibilities of Zhoushan Human Resources and Social Security Bureau
(two) entrusted to study and draft normative documents on personnel, labor and social security administration; To formulate plans for the reform of personnel, labor and social security systems; Participate in administrative system reform, institutional reform, social security system reform and enterprise labor and personnel system reform.

(six) comprehensive management of the city's national civil service training, responsible for the continuing education management of professional and technical personnel; Comprehensive management of technical schools and vocational training institutions organized by social forces in the city, responsible for the management of skills training for on-the-job workers, identification of unemployed people and laid-off workers from enterprises and re-employment training; Organize and implement the labor preparation system.
(seven) to formulate basic rules for adjusting labor relations; To formulate and implement labor contracts, collective contracts and arbitration rules for labor disputes; Organize the implementation of working hours, rest and vacation, employee welfare system and special labor protection policies for female employees and underage workers; Responsible for policy resettlement and deployment.
(eight) responsible for the macro-control of the wage distribution of state organs, institutions and enterprises in the city; Responsible for reviewing the total wages of municipal enterprises; To study, formulate and organize the implementation of enterprise wage guidelines, work efficiency linkage, minimum wage standards and income distribution policies for state-owned enterprise operators; Responsible for the implementation of the annual salary system for the principal responsible persons of municipal enterprises.
(nine) comprehensive management of the city's labor resources development and employment; To guide the work of the city's employment service agencies; To formulate management rules of employment agencies and supervise them; Organize and implement policies and measures for the orderly flow of rural labor across regions; Manage the exit of citizens and the entry and employment of overseas personnel according to the division of labor.
(ten) to formulate the basic policies and standards of the city's pension, unemployment, medical care, work injury, maternity and other social insurance, and organize the implementation, supervision and inspection; To formulate and implement policies on the collection, payment, management and operation of social insurance funds in the whole city; To exercise administrative supervision over the management of social insurance funds; Formulate management rules for social insurance agencies; Organize the implementation of the social insurance service system construction plan.
(eleven) to undertake other tasks assigned by the municipal government.
