Geological undertakings have entered a new historical period, and geological prospecting units shoulder the glorious and arduous task of providing resources and basic services for national economic and social development and local economic construction, and must further accelerate the pace of reform and development. In view of the main difficulties and problems faced by the reform and development of geological prospecting units at present, the following concrete countermeasures and suggestions are put forward:
(1) Further implement relevant policies and strengthen the construction of provincial geological survey teams. As soon as possible, we will implement the fiscal expenditure policy focusing on the regular expenditure of provincial geological survey teams and other related funds. According to the new classification of government revenue and expenditure approved by the State Council in 2007, the recurrent expenditure of this team will be included in the category of "general public affairs". At the same time, special funds for public geological work such as basic geology, mineral geology and environmental geology are fixed every year, special funds for updating geological equipment to meet the needs of informatization and modernization of geological work, special funds for digital construction of geological achievements and protection of geological data, and special funds for capital construction. It is suggested that the central government arrange some special subsidies for the construction of provincial geological survey teams.
(2) For a long time, due to policy reasons, most geological prospecting units have not been included in the social security system, the worries of employees have not been solved, and the burden on units is heavy. Therefore, it is necessary to win the support of the central financial funds and solve the social insurance problems of employees (including retired employees) such as pension, medical care, work injury and unemployment, as well as the problems of geological teams entering the city and various policy subsidies.
(3) It is suggested to accelerate the pace of capital accumulation in geological prospecting units and improve the living conditions of employees. By further implementing the Notice of the General Office of the State Council on Deepening the Reform of Geological Prospecting Team (No.76 [2003] of the State Council), we will give preferential policies to the allocated land held by geological prospecting units, so that they can be used as operational land for resource management and development, and solve the problem of insufficient economic accumulation of geological prospecting units. At the same time, according to the practical difficulties of geological prospecting units, certain concessions should be given. Effectively solve the subsidy funds needed for the monetization of employee housing.
(4) State-owned geological prospecting units carry out mining rights acquisition and mine development on the basis of fully implementing the relevant mining rights management policies in the Notice on Deepening the Reform of the System of Paid Acquisition of Exploration Rights and Mining Rights (Caijian [2006] No.694) and the Measures for the Administration of Printing and Distributing the Price of Exploration Rights and Mining Rights by Converting Shares (Trial) (Caijian [2006] No.695). The distribution ratio of income from the transfer of exploration rights formed by the central and provincial fund mineral exploration projects is inclined to the state-owned geological prospecting units undertaking the projects, and it is suggested to be 30% of the transfer price.
(5) Focus on the field, effectively increase the equipment investment of provincial geological exploration teams, and improve the conditions of geological equipment. According to the actual needs, the central government will give special subsidies to such funds. The central government arranges certain subsidy funds every year to help provincial geological exploration teams solve the problem of excessive debts in infrastructure construction.
