Legal basis: Article 84 of People's Republic of China (PRC) Social Insurance Law states that if an employer fails to register for social insurance, the social insurance administrative department shall order it to make corrections within a time limit; if it fails to make corrections within the time limit, the employer shall be fined more than one time and less than three times the social insurance premium payable, and the directly responsible person in charge and other directly responsible personnel shall be fined more than 500 yuan and less than 3,000 yuan.

Article 62 of the Regulations on Work-related Injury Insurance in People's Republic of China (PRC), if an employer fails to participate in work-related injury insurance in accordance with the provisions of these Regulations, the social insurance administrative department shall order it to participate within a time limit and pay the work-related injury insurance premium that should be paid. If it still fails to pay the work-related injury insurance premium since the date of default, it shall be subject to a daily fine of 0.5% and a fine of 1 times or more and 3 times or less.
