Does rural cooperative medical care belong to social security?

Legal analysis: As a kind of social insurance, the satisfaction of farmers who benefit from the new rural cooperative medical system and taxpayers who receive government subsidies plays an important role in its success. The survey found that some farmers did not participate in the new rural cooperative medical system mainly because the level of the new rural cooperative medical system was low, farmers did not understand it, and they were afraid of policy changes, thinking that they were using their own insurance money to compensate others. Farmers who participate in the new rural cooperative medical system are dissatisfied mainly because of the low level of security and the complicated procedures for participating and handling reimbursement. In addition, unfair policies lead to low social satisfaction of the new rural cooperative medical system.

Article 2 The state establishes social insurance systems such as basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance and maternity insurance, so as to guarantee citizens' right to receive material assistance from the state and society in accordance with the law in case of old age, illness, industrial injury, unemployment and maternity.

Twenty-sixth basic medical insurance for employees, new rural cooperative medical care and basic medical insurance for urban residents shall be implemented in accordance with state regulations.

Twenty-eighth medical expenses that meet the basic medical insurance drug list, diagnosis and treatment items, medical service facilities standards and emergency treatment and rescue shall be paid by the basic medical insurance fund in accordance with state regulations.
