Medical insurance and social security base can be inconsistent. The relevant provisions are as follows:

General units shall declare at a minimum of 60%;

2. Social security contribution ratio: pension insurance unit 20%, individual 8%, medical insurance unit 6%, unemployment insurance unit 2%, individual 1%. Work injury insurance and maternity insurance shall be borne by the unit in full. Algorithm of medical insurance payment base;

(1) If the wage income of employees is higher than 300% of the local average monthly wage, 300% will be used as the payment base;

(2) If the wage income of employees is lower than 60% of the local average monthly wage, 60% will be used as the payment base;

(3) If the employee's wage income is between 60% and 300%, the actual wage income will be used as the payment base.

The employer shall pay the work-related injury insurance premium according to the total wages of its employees and the rate determined by the social insurance agency.
