Recently, the Guiding Opinions on Expanding the Pilot of Long-term Care Insurance System issued by the National Medical Insurance Bureau and the Ministry of Finance announced that 14 pilot cities and regions such as Shijingshan District of Beijing, Tianjin, Jincheng City of Shanxi Province and Hohhot City of Inner Mongolia Autonomous Region have joined the list of pilot cities of long-term care insurance system.

According to the report, 4.8% of the elderly are severely disabled, 7% are moderately disabled, and the total disability rate is 1 1.8%. In other words, more than one-tenth of the elderly can't take care of themselves in basic life such as dressing, eating, bathing and going to the toilet. The decline of basic self-care ability is accompanied by the decline of independent living ability, and 25.4% of the elderly need all-round care.
