According to the document Opinions of the Social Security Bureau of the Autonomous Region on Issues Concerning the Payment of Basic Old-age Insurance Fees by Difficult Enterprises and Difficult Persons (No.60 of Ning Social Security [20 1 3]), the late payment fees charged by bankrupt enterprises, difficult enterprises and difficult persons are reduced or exempted, as follows:1.The late payment fees generated by payment according to No.32 of Ning Social Security are higher than compensation. Second, all state-owned and collective bankrupt enterprises holding bankruptcy documents declared by the court or bankruptcy documents of relevant government departments will be exempted from late payment fees if they pay back the old-age insurance premiums that have been owed in history. Third, metallurgical, chemical, machinery, labor-intensive enterprises and foreign trade circulation enterprises with difficulties in production and operation, which are greatly affected by the international financial crisis, are exempt from late payment fees. Four, meet the following conditions of flexible employment, need to provide valid proof, after examination and confirmation, exempt from overdue fines. (a) during the period of receiving unemployment benefits; (two) during the period of receiving the minimum living guarantee; (3) Holding a disability certificate; (four) due to illness, non work-related disability by the labor ability appraisal committee identified as partial or more loss of labor ability; (5) Family members of martyrs belonging to the state.
