Haikou upgraded the property market control policy: the implementation of the whole region to limit the purchase, blocking the "fake divorce to buy a house"

September 18, the Haikou Municipal People's Government Office issued a "notice on the adjustment of the city's policy on the purchase of housing and talent settlement policy", the purchase of commercial housing and talent settlement policy has been adjusted.

According to the "Hainan release" WeChat public news, the policy of the talent to purchase housing must pay social security to make new provisions. Among them, for the new settlement of talent, from the original "settlement can buy" change to "must provide a total of 12 months of social security or personal tax payment records before the purchase of the first set of housing in Haikou City, in the first set of housing record for a full 36 months before the purchase of the second set of housing ". For talents who have not settled down, the original "12 months of social security" upgraded to "must provide a cumulative total of 24 months of social security or personal tax payment records in order to buy a set of housing in Haikou City".

At the same time, Haikou City has further upgraded from the original distinction between purchase-restricted and non-purchase-restricted areas to purchase-restricted areas in the whole region, and the people who are not talents and who have foreign provincial household registration must provide a cumulative total of 60 months of social security or personal tax payment records in order to purchase a housing unit.

Additionally, for divorced people, if either party buys a commercial housing unit within 3 years from the date of divorce, the number of housing units owned by them will be calculated according to the total number of housing units owned by the family in Hainan Province before the divorce.

According to the policy on the settlement of talents, it is implemented in accordance with the relevant provisions of the Notice of the People's Government of Hainan Province on the Issuance of the Implementation Measures for the Settlement of Talents Introduced into Hainan Province (Qiongfu [2017] No. 66). The conditions for settlement are: junior college and above education below 40 years old (including 985, 211 institutions of undergraduate education and above is below 55 years old); intermediate professional and technical and above technical titles, technicians and above vocational qualifications of talents below 40 years old; first employment and then settlement.

Yan Yuejin said: "This policy is still tightening-oriented. In terms of policy changes, the talent settlement must also meet the requirements of social security years, which further combats the phenomenon of 'disguised speculation' by means of the talent policy; in addition, the whole region to limit the purchase is also the focus of this policy, and no longer distinguish between non-restricted areas; and restrictions on the purchase of homes by divorced people, which is also a policy of the previous 'patching'."

According to data released by the National Bureau of Statistics (NBS), in August this year, new home prices in Haikou rose 0.3% year-on-year and 5.8% year-on-year; second-hand home prices rose 0.8% year-on-year and 7.8% year-on-year.
