Subject: Minimum payment period of basic medical insurance for urban workers.

According to the Decision of the State Council on Establishing the Basic Medical Insurance System for Urban Employees (Guo Fa [1998] No.44) and the Interim Provisions on the Basic Medical Insurance for Urban Employees in Yunnan Province (Decree No.86 of the provincial government), the payment period of the basic medical insurance for urban employees in our province is hereby notified as follows:

1. When a person who participates in the basic medical insurance for urban workers (hereinafter referred to as the insured) retires, if the payment period is over 30 years for men and 25 years for women, he/she can enjoy the medical insurance benefits for retirees stipulated in the basic medical insurance for urban workers, that is, the retirees themselves and their units will no longer pay the basic medical insurance premiums for them. Payment period includes actual payment period and deemed payment period.

The deemed payment period refers to the continuous length of service or working years recognized by the national and provincial regulations before 2003 1.

Second, when the insured retires, if the payment period does not reach the above-mentioned minimum period, they will enjoy the medical insurance benefits for retirees stipulated in the basic medical insurance for urban workers one month before retirement according to the payment base and the unit payment rate of the insured place. The medical insurance premium paid back is not included in the personal account.

Three, the insured to participate in the basic medical insurance for urban workers in other areas as a whole, should be calculated as the cumulative payment period of this area as a whole, enjoy the same basic medical insurance benefits for employees in this area as a whole. If the insured person is transferred from other areas as a whole, the medical insurance agency in the transferred place shall provide proof of the insured person's payment period, and the balance of his personal account shall be transferred together.

4. Determination of payment period. The actual payment period is confirmed by the overall medical insurance agency. If the insured retires normally,

The deemed payment period is confirmed by the overall medical insurance agency. If the insured retires early, it shall be deemed that the payment period shall be determined by the administrative department of human resources and social security in the overall planning area. If the payment period of the insured person is controversial, it shall be determined by the administrative department of human resources and social security in the overall planning area. If the retirement certificate of the insured indicates that there is endowment insurance as the payment period, it can be regarded as the payment period of medical insurance, and the identification of other deemed payment periods shall be subject to personal file records.

Five, this notice applies to the basic medical insurance for urban workers to implement a single payment base as a whole area (that is, retirees and units do not pay the basic medical insurance premium).
