Can China civil servants not pay social security?

In our country, civil servants refer to the staff who perform public duties according to law and are included in the state administrative establishment, and their wages and benefits are borne by the state finance.

National civil servant insurance and welfare system, excerpted from civil servant law:

Article 73 Civil servants shall implement a unified national salary system combining posts with grades.

The salary system of civil servants implements the principle of distribution according to work, reflects factors such as post responsibilities, work ability, work performance and qualifications, and maintains a reasonable wage gap between different posts and different levels.

The state establishes a mechanism for the normal increase of civil servants' wages.

Article 74 The salaries of civil servants include basic salaries, allowances, subsidies and bonuses.

Civil servants enjoy regional additional allowances, allowances for hard and remote areas, post allowances and other allowances in accordance with state regulations.

Civil servants enjoy housing, medical care and other allowances and subsidies in accordance with state regulations.

Civil servants who are determined to be excellent and competent through regular assessment shall enjoy year-end bonuses in accordance with state regulations.

Civil servants' wages should be paid in full and on time.

Article 77 The state establishes an insurance system for civil servants to ensure that civil servants get help and compensation in case of retirement, illness, work injury, maternity and unemployment.

Civil servants who are disabled in the line of duty enjoy the disability treatment stipulated by the state. If a civil servant dies or dies in the line of duty, his relatives shall enjoy pensions and preferential treatment prescribed by the state.

Article 78 No organ shall change the salary, welfare and insurance policies of civil servants without authorization, and shall not raise or lower the salary, welfare and insurance benefits of civil servants without authorization. No organ may deduct or default on the salaries of civil servants.

Article 79 The salary, welfare, insurance, pension, employment, training, reward and dismissal of civil servants shall be included in the fiscal budget and guaranteed.
