(2) Employer's conditions

Enterprises: all kinds of enterprises registered in Hangzhou and paying turnover tax (value-added tax and consumption tax) in Hangzhou according to law.

Administrative institutions: administrative institutions at the city level or districts and counties (cities) (including institutions that implement dual management within the system and go through the registration and certification procedures in the establishment departments at all levels in our city).
