Agricultural insurance and social security conflict

Legal analysis: agricultural insurance is the object of rural households; social security is the urban households, including work in the enterprise rural household employees. The new rural insurance and social security is not a conflict, are all part of the social insurance, but the new rural insurance is for the rural residents who have not participated in the basic pension insurance for urban workers; and social security is mainly for urban workers, or urban workers.

Legal basis: "Regulations on the Minimum Subsistence Security for Urban Residents" Article 13 Any person engaged in the management and approval of the minimum subsistence security for urban residents who does any of the following acts will be criticized and educated, and administrative sanctions will be imposed according to the law; and any person who commits a crime will be held criminally liable according to the law:

(1) refusing to sign an agreement with the family that meets the conditions of enjoying the minimum subsistence security treatment for urban residents. (a) the enjoyment of urban residents of the minimum subsistence guarantee treatment opinion, or do not meet the conditions for the enjoyment of urban residents of the minimum subsistence guarantee treatment of the family intentionally signed the consent to enjoy the urban residents of the minimum subsistence guarantee treatment opinion;

(b) negligence, favoritism and malpractice, or embezzlement, misappropriation, withholding, delinquency in the urban residents of the minimum subsistence guarantee money and goods.
