Notice on Issues Related to the Adjustment of Retirees' Basic Pension in 2017

Municipal Human Resources and Social Security Bureaus and Finance Bureaus, and all relevant units of the CNDC and RCZ in Gui:

According to the Human Resource Ministry of Social Security and the Ministry of Finance's Notice on the Adjustment of Retiree's Basic Pension in 2017 (HRSS [2017] No. 30), agreed by the People's Government of the Autonomous Region, we hereby notify you of the following issues related to the adjustment of the basic pension of retired staff of enterprises and institutions in 2017:

One, the scope of the adjusted staff

Prior to December 31, 2016, has been Retirees who have gone through the retirement procedures according to the regulations and received the basic pension on a monthly basis (including those who had their basic pensions approved according to the regulations in December 2016 and were paid on a monthly basis from January 2017, hereinafter collectively referred to as retirees).

II. Adjustment Methods and Standards

(I) Fixed Adjustment

Retirees will have their basic pension increased by 48 yuan per person per month.

(B) linked adjustment

Linked adjustment consists of the following two parts:

1. Retirees according to their own contribution period (including deemed contribution period) to increase the monthly basic pension, that is, for every year (the cumulative number of months of contributions converted to years, less than one year by one year), per person per month, an increase of 1 yuan in the basic pension.

2. Retirees will have their monthly basic pension increased by 2.4% of the level of their basic pension in December 2016 (among them, retirees of institutions do not include the retirement subsidy added in accordance with the provisions of Document No. 1 of the Guirensha Fa [2016]).

(C) appropriately tilted adjustments

1. Retirees who have reached the age of 70 as of December 31, 2016 will have their basic pensions increased by 3 yuan per person per month, and on this basis, each year they will be 1 year older (less than 1 year old is calculated according to the age of 1 year old), and each person will have their basic pensions increased by another 3 yuan per person per month.

2. Retirees who have participated in the basic pension insurance for enterprise employees and who received their basic pensions in the arduous and remote areas of the region (see Annex 1 for details of the specific list) before December 31, 2016 will have their basic pensions increased by 8 yuan per person per month.

(IV) Adjustment of Retired Enterprise Military Cadres

Enterprise retired military cadres whose monthly basic pension payable after adjusting their basic pensions according to the provisions of points (I), (II) and (III) above does not reach RMB 2,305 yuan, will be paid according to the monthly basic pension of RMB 2,305 yuan.

Third, the adjustment of the implementation time

The adjustment of the basic pension of retirees from January 1, 2017 onwards.

Four, the audit method

have participated in the basic pension insurance, the social insurance agency responsible for the approval of the issuance of retiree basic pension; other eligible retirees, with reference to the adjustment methods and standards of the adjustment of the provisions of this notice, by the unit (the unit has been withdrawn by the competent department) is responsible for the audit.

Fifth, the source of funds

have participated in the basic pension insurance and the basic pension issued by the social insurance agency, from the basic pension insurance fund; does not belong to the social insurance agency to issue the basic pension, is still in accordance with the original funding channels.

Six, adjustment requirements

2017 adjustment of retiree basic pension, reflecting the CPC Central Committee, the State Council on the majority of retirees of the cordial care, directly related to the various types of retirees' immediate interests, involving a wide range of sensitivity, social concern, the cities, counties and units should attach great importance to the effective strengthening of leadership, implementation of the responsibility to conscientiously organize and implement. The adjustment of the increase in the basic pension must be issued to the hands of retirees before the end of July 2017. All localities should increase their subsidies to the pension insurance fund through expanding the coverage of basic pension insurance, strengthening fund collection, adjusting the structure of financial expenditure and other measures to improve the fund's support capacity. At the same time, actively promote the work of reforming pension insurance for institutions, to ensure that the basic pensions of retirees are paid in full and on time, and no arrears shall occur.

Seven, timely reporting of the adjustment

The adjustment work from the date of issuance of the official document, the implementation of the weekly scheduling system. Every Thursday before 12:00, the municipal social security bureaus shall report to the autonomous region social security bureaus to report on the implementation of the situation, focusing on the report on the situation of fund-raising and adjustments to the distribution of the situation (see Annex 2 for the format of the report). The municipal social security bureaus shall summarize the situation in a timely manner, form a written report on the adjustment, and fill in the Summary Table of the Adjustment of the Basic Pension Situation in 2017 (see Attachment 3), and report it to the autonomous region's Department of Human Resources and Social Security and the Department of Finance before August 31, 2017.
