Why doesn't Beijing Social Security Card have a chip?

The first generation social security card is just an ordinary card, which has no financial functions such as cash deposit and withdrawal, transfer and consumption. The second-generation social security card has a built-in chip, which has financial functions such as cash deposit and withdrawal, transfer and consumption.
