Ministry of Human Resources and Social Security (Ministry of Human Resources and Social Security) is the department in charge of personnel administration and labor administration in People's Republic of China (PRC) and the State Council, which was established in March 2008.

Its main responsibilities are to formulate plans and policies for the development of human resources and social security, to formulate plans and policies for the development of human resources market, to establish a unified and standardized human resources market, to promote employment, to formulate plans and policies for coordinating urban and rural employment development, to improve the public employment service system, and to establish a social security system covering urban and rural areas. In conjunction with relevant departments, formulate policies for the distribution of wages and income of personnel in government agencies and institutions, and guide the reform of personnel system in public institutions.

Main responsibilities: (1) To formulate policies and plans for the development of human resources and social security, draft relevant laws and regulations, formulate departmental rules and organize their implementation.

(two) to formulate the development plan of human resources market, the development of human resources service industry and the policy of human resources flow, and promote the rational flow and effective allocation of human resources.

(3) Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training system for urban and rural workers, formulating employment assistance system, and taking the lead in formulating employment policies for college graduates.

(4) Promoting the construction of a multi-level social security system covering urban and rural areas as a whole. To formulate social insurance policies and standards for supplementary insurance such as pension, unemployment and work injury. Formulate a national pension insurance overall plan and a unified national pension insurance, unemployment insurance and industrial injury insurance relationship continuation plan. Organize the formulation of management and supervision systems for social insurance and other supplementary insurance funds such as pension, unemployment and work injury, prepare the draft budget and final accounts of relevant social insurance funds, and participate in the formulation of relevant social security fund investment policies. In conjunction with the relevant departments, the implementation of the national insurance plan, the establishment of a unified national social insurance public service platform.

(five) responsible for employment, unemployment and related social insurance fund forecasting and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of income and expenditure of related social insurance funds.

(6) Make overall plans for the mediation and arbitration system of labor and personnel disputes and labor relations policies, improve the consultation and coordination mechanism of labor relations, formulate the system of working hours and rest and vacation for employees, and formulate policies to prevent illegal use of child labor and special labor protection policies for female employees and underage employees. Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(7) Take the lead in deepening the reform of the title system, formulate policies on the management of professional and technical personnel, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in China. Organize and formulate the system of training, evaluation, use and incentive of skilled personnel. Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, in accordance with the management authority, responsible for standardizing the post setting, open recruitment, employment contracts and other comprehensive personnel management work of public institutions, and formulating the management policies for the staff of public institutions and government staff.

(nine) in conjunction with the relevant departments to develop a national recognition and reward system, comprehensive management of the national recognition and reward work, to undertake the national appraisal and commendation work at the provincial and ministerial levels, and to undertake the national recognition and reward activities on behalf of the CPC Central Committee and the State Council.

(ten) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in public institutions, and establish the wage decision, normal growth and payment guarantee mechanism for personnel in enterprises and institutions. To formulate policies for the welfare and retirement of personnel in enterprises and institutions.

(eleven) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(twelve) responsible for international exchanges and cooperation in the field of human resources and social security, and formulate the management system for sending personnel to international organizations.

(thirteen) to complete other tasks assigned by the CPC Central Committee and the State Council.

(14) functional transformation. We will further promote decentralization, combine decentralization with management, optimize service reform, further reduce administrative examination and approval items, standardize and optimize external handling items, reduce examination and approval items such as vocational qualification licensing and recognition, implement national vocational qualification list management, strengthen post-event supervision, innovate employment and social security services, strengthen information access, and improve the level of public services.

(15) Division of responsibilities.

Division of responsibilities with the Ministry of Education. The employment policy for college graduates is led by Ministry of Human Resources and Social Security and formulated jointly with the Ministry of Education and other departments. The Ministry of Education is responsible for the employment guidance and services for college graduates before leaving school; Ministry of Human Resources and Social Security is responsible for the employment guidance and service for college graduates after leaving school.
