General situation of Yunnan Provincial Department of Human Resources and Social Security

The Yunnan Provincial Department of Human Resources and Social Security was formed by the former Yunnan Provincial Department of Personnel and the Yunnan Provincial Department of Labor and Social Security according to the institutional reform and merger of the State Council, the provincial party committee and the provincial government.

Functions of Yunnan Provincial Department of Human Resources and Social Security

According to the Notice of the General Office of the Yunnan Provincial Committee of the Communist Party of China and the General Office of the Yunnan Provincial People's Government on Printing and Distributing the Implementation Opinions on the Institutional Reform of the Yunnan Provincial People's Government (Yuntingzi [2009] No.2), the Yunnan Provincial Department of Human Resources and Social Security was established as a component of the Yunnan Provincial People's Government, with the brand of Yunnan Provincial Bureau of Foreign Experts Affairs.

I. Adjustment of responsibilities

(a) to cancel the administrative examination and approval items announced by the Yunnan Provincial People's Government.

(2) Integrate the responsibilities of the former Yunnan Provincial Personnel Department and the former Yunnan Provincial Labor and Social Security Department.

(three) to cancel the responsibility of formulating the basic standards of rewards and punishments for enterprise employees.

(four) the responsibilities of outbound employment management, preliminary examination and declaration of qualification identification of overseas employment agencies are assigned to the Yunnan Provincial Department of Commerce.

(five) the assessment of technical schools to social intermediary organizations.

(six) to strengthen the overall management responsibility of enterprises and institutions, improve the labor income distribution system, and give play to the advantages of human resources.

(seven) to strengthen the overall planning of urban and rural employment and social security policy responsibilities, establish and improve the service and security system from employment to pension.

(eight) to strengthen the responsibility of coordinating the integration of talent market and labor market, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(nine) to strengthen the construction of the basic old-age insurance system in enterprises and institutions, and gradually improve the level of fund pooling, and promote the reform of the basic old-age insurance system.

(ten) to strengthen the responsibility of promoting employment, improve the public employment service system, establish an equal employment system for urban and rural workers, and promote social employment.

(eleven) to strengthen the organization and implementation of the responsibility of labor supervision and coordination of migrant workers, and earnestly safeguard the legitimate rights and interests of workers.
