The State raises funds for social insurance through multiple channels. The people's governments at or above the county level give necessary financial support to the social insurance cause. The State supports the social insurance undertaking through preferential tax policies.

Article 6 The State shall strictly supervise the social insurance fund.

The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government establish and improve the supervision and management system of social insurance funds, and guarantee the safe and effective operation of social insurance funds. The people's governments at or above the county level take measures to encourage and support the participation of all sectors of society in the supervision of social insurance funds.

Article 7 The administrative department of social insurance under the State Council shall be responsible for the administration of social insurance throughout the country, and other relevant departments of the State Council shall be responsible for the relevant social insurance work within their respective areas of responsibility.

The social insurance administrative departments of the local people's governments at or above the county level are responsible for the administration of social insurance in their own administrative areas, and other relevant departments of the local people's governments at or above the county level are responsible for the relevant social insurance work within their respective spheres of responsibility.

Article 8 Social insurance agencies provide social insurance services and are responsible for the registration of social insurance, the recording of individual rights and interests, and the payment of social insurance benefits.

Article 9 The trade unions safeguard the lawful rights and interests of the employees in accordance with the law, and have the right to participate in the study of major social insurance matters and in the social insurance supervisory committees, and to supervise matters relating to the social insurance rights and interests of the employees.
