Article 72 of the Social Insurance Law states that social insurance agencies shall be established in integrated areas. According to the needs of their work, social insurance agencies may set up branches and service outlets in the integrated areas with the approval of the social insurance administrative department and the organization and establishment management organs of the locality where they are located. The personnel expenses of the social insurance agencies and the basic operating and administrative expenses incurred in the administration of social insurance shall be guaranteed by the finances at the same level in accordance with the state regulations.
