Functions and responsibilities:
(a) to implement the laws, regulations, rules and policies related to human resources and social security, formulate the development plans and policies of human resources and social security in the city, and organize the implementation, supervision and inspection.

Formulate and organize the implementation of the city's urban and rural social insurance and its supplementary insurance policies and standards, implement a unified national social insurance relationship renewal method, coordinate the basic old-age insurance policies of institutions and institutions, and gradually improve the level of fund coordination. In conjunction with relevant departments, formulate measures for the management and supervision of social insurance and its supplementary insurance funds, prepare the draft budget and final accounts of the city's social insurance funds, and participate in the formulation of the city's social security fund investment policies.

(11) Make overall plans to formulate the mediation and arbitration system for labor and personnel disputes and labor relations policies, improve the coordination mechanism for labor relations, formulate policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize the implementation of labor inspection, coordinate the work of safeguarding workers' rights, and investigate and deal with major cases according to law.
(twelve) responsible for the introduction of foreign talents and intelligence, to attract foreign experts and students to work or settle in Dazhou. Responsible for technical cooperation and talent exchange in foreign-related business, and for training abroad.
(thirteen) to undertake the appointment and removal of personnel submitted to the Standing Committee of the Municipal People's Congress and the municipal government for decision according to law.
