Item 3 of Article 4 is amended as Item 13: "(13) Raising, using and managing social insurance funds for old-age pension, unemployment, medical care and work-related injury and housing accumulation fund;"

One item is added as item 14: "(14) Compilation, revision and implementation of important plans such as provincial urban system planning, main functional area planning and overall land use planning;"

One item is added as item 16: "(16) Matters related to the administration by the provincial people's government according to law and the construction of a government ruled by law;"

One item is added as Item 22: "(22) Major matters in which the Provincial Higher People's Court and the Provincial People's Procuratorate exercise judicial power and procuratorial power according to law;"

Item 8 of Article 3 is amended as Item 24: "(24) Other important matters that need to be reported to the Standing Committee of the Provincial People's Congress as stipulated by laws and regulations or considered by the Provincial People's Congress and its Standing Committee." One article is added as Article 6: "Major issues submitted to the Standing Committee of the Provincial People's Congress for discussion and decision shall generally be put forward before the end of each year 1 1, and shall be included in the work plan of the Standing Committee of the next year after being discussed and approved by the meeting of directors.
