Changes in the latest provisions of the new social security policy

Social security has changed? Is it feasible to retire according to the length of service in 2023 and retire early after 30 years?

China has entered an aging society. The number of elderly people over 60 has reached 280 million, and in the next 10 year, more than 20 million people will join the ranks of the elderly population every year. At the same time, there are fewer and fewer young people, 65,438+75 million after 90 and 65,438+45 million after 00. Since China liberalized the second child policy, the number of newborns has reached17.58 million, and by 2022, the number of newborns has dropped to 9.58 million.

After China enters an aging society, the social security paid by working young people will not be able to support such a large number of elderly people. Therefore, our country has put forward the policy of delaying retirement, which will be officially launched in 2023. However, employees of private enterprises, flexible employees and front-line employees of state-owned enterprises have reservations about delaying retirement. They prefer to retire early and enjoy their old age.

Faced with the upcoming delayed retirement policy, some experts in the industry put forward a new scheme of "retirement according to working age", that is, as long as the working age is over 30 years and the social security contribution is over 15 years, you can apply for retirement. The expert's suggestion has been recognized by most grass-roots workers, who believe that "retirement according to seniority" is fair and reasonable.

In fact, retirement according to the length of service also has great benefits:

First, if you retire according to the length of service, all retired workers in China will have to work for 30 years before they can retire, so that everyone can get a higher pension.

Second, retiring according to the length of service can give employees more freedom to retire. Old workers can choose to retire early as long as they have worked for 30 years.

Third, retiring according to the length of service can make more old workers retire ahead of time and let young people take up jobs, which can alleviate the current employment pressure in China.

However, there are many defects in the theory of seniority, which is difficult to implement in practice. Let's take a look at it first: first of all, the qualifications of some positions are difficult to determine. If it is the staff of government agencies and institutions, employees of state-owned enterprises and other groups, they have been retiring since graduation from school, and the length of service of such people is relatively easy to count.

For private employees, flexible employees and other groups, the job is unstable, sometimes they have to stay at home for a while, and sometimes some enterprises don't pay social security for their employees in order to save money. In this case, it is difficult to count the length of service of such groups.

Furthermore, retirement according to the length of service will not only increase the pressure on pension payment, but also be inconsistent with China's delayed retirement policy. For example, someone 18 years old joined the work, and by the age of 48, he will have worked for 30 years. If he is allowed to retire early at this time, it will be a waste of human resources, and it will also bring expenditure pressure to China's pension payment. Of course, this also violates the original intention of promoting delayed retirement in China.

Finally, it will cause injustice to special industries. For example, doctors, technicians, engineers and other groups, they have been studying when they are young, and did not join the work until their thirties. If they work for 30 years, they won't be able to retire until they are at least 60 years old. This is obviously unfair. Therefore, retirement according to the length of service should also take into account the interests of such special industry groups and truly be fair and just.

Is it feasible to retire according to the length of service and retire early after 30 years? Our answer is no, on the surface, there are still great advantages in retiring according to the length of service, such as increasing the pension for retirees, allowing retirees to choose to retire freely and alleviating the current employment pressure in China.

However, there are still problems in actual implementation:

1, the length of service of some positions is difficult to determine;

2. Early retirement and recess increase the pressure on pension payment, which is contrary to the delayed retirement policy;

Retirement according to length of service will bring unfairness to some special industries.
