Third, the scope of participation

Urban and rural residents who are at least 16 years of age (excluding school students), and who are not staff members of state organs and institutions, or who do not belong to the scope of coverage of the basic pension insurance system for employees, can participate in urban and rural residents' pension insurance in their place of domicile.

The urban and rural residents' pension insurance fund consists of individual contributions, collective subsidies and government subsidies.

V. Establishment of Individual Accounts

The State establishes an individual account for each insured person with a lifelong record of old-age insurance, and individual contributions, subsidies from local people's governments for the contributions of insured persons, collective subsidies, and financial assistance from other social and economic organizations, public welfare and charitable organizations, and individuals for contributions to the insured persons are all credited to the individual account. The amount stored in the individual account is subject to interest accrual in accordance with state regulations.

VI. Pension Insurance Treatment and Adjustment

The pension insurance treatment for urban and rural residents consists of a basic pension and an individual account pension, paid for life.

(1) Basic pension. The central government determines the minimum standard of the basic pension, establishes a mechanism for normal adjustment of the minimum standard of the basic pension, and adjusts the national minimum standard of the basic pension in due course according to economic development and price changes. Local people's governments may appropriately raise the standard of the basic pension in accordance with the actual situation; for those who have paid contributions for a long period of time, the basic pension may be appropriately increased, and the funds for the increase and the increased portion shall be expended by the local people's governments, with the specific measures to be stipulated by the people's governments of the provinces (autonomous regions and municipalities) and reported to the Ministry of Human Resources and Social Security for the record.

(ii) Personal account pension. The monthly standard of individual account pension is currently 139 (the same as the current coefficient of individual account pension of basic pension insurance for employees) divided by the full amount of individual account storage. When a participant dies, the balance of funds in the individual account can be inherited in accordance with the law.

Seven conditions for receiving pension insurance benefits

Individuals who have participated in the urban and rural residents' pension insurance can receive monthly urban and rural residents' pension insurance benefits if they have reached the age of 60, have made contributions for a total of 15 years, and have not yet received the basic old-age pension security benefits stipulated by the state.

Individuals who have reached the age of 60 at the time of the implementation of the New Rural Insurance or Urban Residents' Pension Insurance system, and who have not received the basic old-age security benefits stipulated by the state before the date of issuance of this opinion, need not make contributions, and can receive the basic old-age pension for urban and rural residents on a monthly basis from the month of the implementation of this opinion; those who have been living in urban and rural areas for less than 15 years from the stipulated age of receiving old-age insurance shall make contributions year by year, and are also permitted to make compensatory contributions, with the cumulative contribution not exceeding 15 years; those who have been living in urban and rural areas for more than 15 years from the stipulated age of receiving old-age insurance shall make contributions for a total of 15 years. receiving age is more than 15 years, contributions should be made year by year, and the accumulated contributions should not be less than 15 years.
