(3) Those who have a pending civil case, and the people's court has decided that they are not allowed to leave the country;

(4) Those who are not allowed to leave the country under the conditions stipulated in the Law. (d) Those who have been criminally punished for disrupting state (border) administration or have been repatriated by other countries or regions for illegal exit, illegal residence or illegal employment, and have not yet completed the period of time stipulated for not being allowed to leave the country;

(e) Those who may jeopardize the national security and interests, and the competent authorities under the State Council have decided not to allow them to leave the country;

Legal basis
