Article 12 of the Exit and Entry Administration Law: Chinese citizens shall not be allowed to leave the country under any of the following circumstances:

(2) Those who have been sentenced to a prison term that has not yet been carried out, or who are defendants or suspects in a criminal case;

(3) Those who have a pending civil case, and the people's court has decided that they are not allowed to leave the country;

(4) Those who are not allowed to leave the country under the conditions stipulated in the Law. Legal basis
