Pinggu Talent Service Center is located at No.3 Xinping East Road, Pinggu District, Beijing. Its predecessor was Pinggu County Talent Exchange Service Center established in 1989. Pinggu talent market was established in 1999, which is combined with the "two brands and one set of people" in the center. With the rapid economic and social development in Pinggu District, the business of the center has been expanding. In February 2004, it was renamed as Pinggu Talent Service Center, and in September 2006, Pinggu Talent Market was renamed as Green Valley Talent Market.

The talent market has an office communication hall of more than 600 square meters, which is spacious, bright, clean and tidy, equipped with advanced computer information network management system, electronic information publishing system, background audio-visual system, electronic touch screen, LED electronic display screen and other modern information publishing and publicity facilities. At present, the center has carried out job-seeking recruitment, personnel file custody, collective account management, social insurance, graduate admission, talent introduction, title declaration and other businesses. The talent market holds fixed or special talent recruitment fairs on the 8th, 8th and 28th of each month, and there is a fixed recruitment booth 15 in the exchange area, which can accommodate more than 400 people.

Under the leadership of Pinggu Personnel Bureau, after 17 years' development, the center has become a comprehensive socialized service organization providing personnel agency and human resources services in accordance with national laws, regulations and policies. The center will continue to aim at "absorbing first-class enterprises, gathering first-class talents, creating first-class markets and providing first-class services", and gradually form a service system supported by personnel agency and talent exchange, with functions such as talent information collection, storage and release, talent training upgrade and transformation, talent quality evaluation and recommendation, and market talent resources development and allocation.
